[wasm][test][cleanup] Use more base::Vector
The {CallWasmFunctionForTesting} function currently receives arguments as a pair of {int} and {Handle<Object>*}. Encapsulating this as a {base::Vector} makes the relation more clear and improves readability at call sites.
