cppgc: Fix compilation error on gcc

Without the cast, gcc might throw the following error
during compilation:

error: enumeral mismatch in conditional expression:
'cppgc::internal::StatsCollector::ScopeId' vs
'cppgc::internal::StatsCollector::ConcurrentScopeId'
