cppgc: young-gen: Reuse SlotSet.

The CL sligthly generalizes SlotSet by parameterizing it with slot size.
SlotSet is abstracted into BasicSlotSet, which is moved to heap::base::.
V8 GC related parts stay in slot-set.h
