Shared objects have fixed layout (i.e. immutable maps) and start off
sealed. Ordinary JS objects allow writable properties to be redefined to
be non-writable. This violates the fixed layout invariant and needs to
be disallowed.
Also contains a drive-by fix removing
@highestInstanceTypeWithinParentClassRange, which is unneeded.

This CL fixes a bug where TurboFan was incorrectly compiling away the
shared value barrier for shared arrays.
TurboFan should not be compiling accesses to objects in the shared heap
until it natively has support for the shared value barrier, because it
is an invariant that shared objects do not point to non-shared objects.

Usually sharable strings are automatically promoted to shared old space
and can be shared in-place.
There are currently two exceptions:
- When using a non-moving GC (e.g. minor MC)
- Strings in LO space
Account for these exceptions by copying strings to the respective shared
space when sharing them.

The previous fix from
https://chromium-review.googlesource.com/c/v8/v8/+/4086127 was
insufficient. It prevented shared objects from being optimized as
prototypes, but callers of OptimizeAsPrototype also assume that all
JSObjects can track prototype users via prototype_info on the map.
This CL attempts a broader fix where shared objects are not considered
optimizable as prototypes at all. When used as a prototype, shared
objects are treated like non-JSObjects (e.g. JSProxy, WasmObject).

This CL has two changes:
1. Remove ValueDeserializer::Delegate::SupportsSharedValues. Only
ValueSerializer::Delegate needs to report whether it supports
serializing shared values. The ValueDeserializer::Delegate should
DCHECK if it gets a shared object tag but it doesn't support it.
This better mirrors what happens with SharedArrayBuffer transfers
currently.
2. When attempting to serialize a shared object (shared struct, shared
array, Atomics.Mutex, or Atomics.Condition) when
!SupportsSharedValues(), throw instead of assert. This is for better
ergonomics.

The GC might promote an in-place internalizable string from new space
directly into the shared heap. This means that the GC might need to
create OLD_TO_SHARED slots when updating OLD_TO_NEW slots.
This CL implements this both for minor and full GCs.

This is a reland of commit e2066ff6bf
Changes since revert:
- Rebased against c991852491, which
uses the external pointer table for the WaiterQueueNode stored
in the state field when compressing pointers. This relaxes
the alignment requirement of the state field to be 4-bytes when
compressing pointers.
- Moved the state field into the JSSynchronizationPrimitive base
class, since alignment and padding can now be made simpler.

In order to make the shared code write barrier thread-safe, we simply
lock the page mutex when appending to the typed_slot_set. We can later
improve this when performance isn't good enough.

array objects as their 1st argument.
Currently these are implemented in C++ and not yet in CSA.

It is an invariant that objects in the shared heap never point into
per-Isolate heaps. This is currently broken by DependentCode. At the
same time, shared maps and other holders of DependentCode are designed
to never invalidate optimized code. E.g., shared maps are effectively
immutable.
This CL does two things:
1. Prevent shared objects from being depended upon
2. DCHECK that shared objects never cause deoptimization

Initial implementation for concurrent shared arrays. Current implementation exposes a `SharedArray` constructor, but its syntax might
change in the future.
Shared arrays can be shared across Isolates, have a fixed size, have no
prototype, have no constructor, and can only store primitives, shared structs and other shared arrays. With this CL shared structs are also allowed to store shared arrays.
The Backing storage for the SharedArrays is a `FixedArrayBase`. This CL introdces a new ElementKind: `SHARED_ARRAY_ELEMENTS`. The new kind should match the overall functionality of the `PACKED_SEALED_ELEMENTS` kind, but having it as standalone kind allows for easier branching in CSA and turbofan code.
