The test inspects each builtin's RelocInfo. It's isolate-independent, iff there
are no entries for embedded objects, runtime calls, external references (which
could point to addresses on the isolate), or code targets.

This adds a reduced version of bot_default with only d8-based test suites.
Those can be used for gc stress testing, fuzzing and predictable mode.
This also adds a missing explicit build rule for the debugger test suite.
It's working as it's part of the isolate file, but incremental
re-isolation might break on code changes.
Running the tests is still commented out to allow the infra-side to
land. Afterwards, we'll activate the extra testing as a V8 CL
commenting the lines back in.

Because of the android sdk managed by CIPD (see go/use-adjective-apis),
its deps repo ndk needs to be relocated to third_party/android_ndk.

Sometimes, the embedder might want to merge a fix to an abandoned branch
or to a supported branch but the fix is not relevant to Chromium.
This adds a new version string that the embedder can set at compile time
and that will be appended to the official V8 version.
The separator must be provided in the string. For instance, to have a
full version string like "6.0.287.53-emb.1", the embedder must set
V8_EMBEDDER_STRING to "-emb.1".

In gn, strict aliasing is disabled anyway. Enabling it for gyp can cause
the compilation to fail on bots that still use gyp, or (even worse) can
lead to miscompilation because the compiler exploits strict aliasing
assumptions.
