bdd9eba094 [heap] Update unittests for MinorMC
This CL includes:
1) Using 1 full GC instead of 2 young GCs to force object promotion.
2) A couple of needed bailouts.
3) Using manual evacuation candidates in old space to ensure an object
   is evacuted (moved to a different address) instead of relying on
   Scavenger.
And some other minor tweaks

11de0762dc [utils] Improve BitVector performance
Avoid most of the {is_inline()} checks by having a {data_begin_} pointer
which either points at the inline storage or at the zone-allocated
memory.
This replaces a dynamic branch by a memory indirection, which is
beneficial for big (non-inline) BitVectors. For small BitVectors we will
have to see what the bots say; the hypothesis is that a memory load is
still faster than a dynamic branch.

Apart from better performance, this change allows for simpler code in
many places, including the iterator implementation.

5696b52624 [utils] Introduce SparseBitVector
We currently have a BitVector implementation which is used a lot by the
two (mid-tier and top-tier) register allocators. Their size is the
number of virtual registers or the number of blocks in the function. If
one of those numbers gets huge, the BitVector does not perform well any
more, and it consumes huge amounts of memory (we see up to several GBs
for huge Wasm functions).

This CL introduces a SparseBitVector implementation with a compatible
interface, meant to replace the BitVector implementation. Usages will be
introduced in follow-up CLs, first for the mid-tier allocator, then
top-tier. This will allow us to assess performance changes better, and
revert individual usages.

0ff8205261 [test] Add a unittest platform setup mixin
Change the unittest runner to no longer uncondtionally set up a default
platform in the "environment", but to instead make platform set-up part
of the "mixin" framework for test fixtures.

Requires modifying some tests that expect the platform to be available,
and all flag implications resolved, before the mixin constructors run.

We still keep the environment for setting up the process for cppgc. This
process setup can only be done once per process, so it can no longer use
the platform -- that's ok though, the page allocator used by cppgc's
process initialisation doesn't have to be the same as the platform's so
we can just pass in a separate new one.

205fb2958b Fail earlier on FreePages
{FreePages} is never expected to fail, and each caller wraps the call in
a CHECK macro. In order to learn more about failures, this CL moves the
CHECK inside of {::FreePages}, to fail whenever the {PageAllocator}
fails to free pages.

As a next step, I'll audit our {PageAllocator} implementations to ensure
that none of them return {false} for {FreePages}. Note that this is
already the case for the gin platform (chromium).

a1faaf06a4 Split V8_OS_MACOSX into V8_OS_DARWIN and V8_OS_MACOS
Previously, V8_OS_MACOSX was, somewhat confusingly, also used for iOS.
With this CL, V8_OS_DARWIN will be set on both macOS and iOS,
V8_OS_MACOS only on macOS, and V8_OS_IOS only on iOS.

This CL also renames V8_TARGET_OS_MACOSX to V8_TARGET_OS_MACOS and
renames platform-xnu.cc to platform-darwin.cc.

The adding of base:: was mostly prepared using git grep and sed:
git grep -l <pattern> | grep -v base/vector.h | \
  xargs sed -i 's/\b<pattern>\b/base::<pattern>/
with lots of manual clean-ups due to the resulting
v8::internal::base::Vectors.

#includes were fixed using:
git grep -l "src/utils/vector.h" | \
  axargs sed -i 's!src/utils/vector.h!src/base/vector.h!'

e68728a262 [wasm] Add templatized methods for static bounds checks
The IsInBounds function is used in a few different places, when used for
bounds checks on 32-bit platforms, size_t for max_memory_size leads to
incorrect out of bounds accesses as size_t is not guaranteed to be
64-bit on all platforms. Use specific uint32_t, uint64_t methods for
Wasm bounds checking instead of size_t.

e04eb281a3 [base] Fix {StaticCharVector} and add {StaticOneByteVector}
{StaticCharVector}, according to its name, should return a
{Vector<const char>}. For getting a {Vector<const uint8_t>}, the method
should be called {StaticOneByteVector}, analog to the
{OneByteVector} methods that already exist.

Also, {StaticCharVector} is constexpr, but {StaticOneByteVector} cannot
be, since it contains a {reinterpret_cast}. The same holds for
{Vector::cast} in general.

This CL
- changes the return type of {StaticCharVector} to be
  {Vector<const char>},
- introduces a new {StaticOneByteVector} which returns
  {Vector<const uint8_t>},
- fixes constexpr annotations at various methods returning {Vector}s,
- refactors users of {StaticCharVector} to either use
  {StaticOneByteVector} instead, or work on {char} if that makes more
  sense.
