V8's C++ API does not give a way to tell whether an ArrayBuffer has
been detached from the `v8::ArrayBuffer` class. In fact, as far as can
be told from the C++ API without running JS code, detached
ArrayBuffers behave the same as zero-sized ArrayBuffers and there is
no way to observe the difference. However, this difference can be
observed in JS because constructing a TypedArray from a detached
ArrayBuffer will throw.
This change adds a `WasDetached` method to the `v8::ArrayBuffer` class
to give embedders access to this information without having to run JS
code.

It is important that the Context's microtask queue matches what the
embedder thinks it is. Android WebView has some interop functionality
where the Agent changes but the context must not be cleared. Ensuring the microtask queue for the context matches the Agent by adding a
setter that the embedder can call.

v8::TracedReference and their underlying traced handles are not
actually phantom references but have been historically represented as
such. This patch splits off their backing implementaton into
`TracedHandles`.
As a drive-by, re-organize the free list to rely on indices instead of
pointers, saving a full word for each node. In additon, the setup also
allows for freeing fully empty node blocks after GCs.
Allocation/free of nodes is also organized in a way that avoids
jumping between handles/blocks/nodes for accounting purposes.
Removing CRTP in GlobalHandle internals is left for a follow up.

This adds a new [[WeakRefTarget]] internal property to
`Runtime.getProperties` results for `JSWeakRef` results
(also included in the preview), which will be used by
DevTools to show the target of the weak reference without
having to explicitly call `deref()` on them. As part of
this we also have (temporary) strong references to the
target, slightly changing behavior, but that's consistent
with how DevTools deals with `JSWeakMap` and `JSWeakSet`.

A BoundedSize is just a regular size_t when the sandbox is disabled.
However, when the sandbox is enabled, a BoundedLength is guaranteed to
be in the range [0, kMaxSafeBufferSizeForSandbox]. This is (currently)
achieved by storing the length shifted to the left, then right-shifting
it when loading it. This guarantees that the top bits are zero.
BoundedSizes are used to ensure safe access to variable-sized buffers,
in particular ArrayBuffers and their views, located inside the sandbox.
If a full size_t is used to represent their size, it may allow an
attacker to "reach out of" the sandbox address space by setting the
length to a very large value. A BoundedSize prevents this.

V8-side implementation for trusted types fromLiteral.
Create a separate JSArray root map for template literal objects to
clearly identify untampered template literals belonging to a given
context.
Given that template literals are frozen arrays with a 'raw' property,
we don't expect additional polymorphism.

The split is rudimental and now is not needed at all:
- as part of the shared-cage effort we added HeapHandle pointer to the
BasePageHandle class (on the API side);
- for the value-full barrier we get HeapHandle from bitmasking the
value;
- for the value-less barrier we get it from the callback provided by the
caller.
The CL entirely removes the split and uses the single
BoundedPageAllocator. A minor note: the conservative stack scanning can
become sligthly more expensive.

A couple of customers have asked about using devtools to get information
about temporary allocations, with the goal of reducing GC time and/or
peak memory usage. Currently, the sampling heap profiler reports only
objects which are still alive at the end of the profiling session. In
this change, I propose adding configuration options when starting the
sampling heap profiler so that it can optionally include information
about objects which were discarded by the GC before the end of the
profiling session. A user could run the sampling heap profiler in
several different modes depending on their goals:
1. To find memory leaks or determine which functions contribute most to
steady-state memory consumption, the current default mode is best.
2. To find functions which cause large temporary memory spikes or large
GC pauses, the user can request data about both live objects and
those collected by major GC.
3. To tune for minimal GC activity in latency-sensitive applications
like real-time audio processing, the user can request data about
every allocation, including objects collected by major or minor GC.
4. I'm not sure why anybody would want data about objects collected by
minor GC and not objects collected by major GC, but it's also a valid
flags combination.

This struct represents the freelist of an ExternalPointerTable and
contains both the size and the head of the freelist. It is encoded and
stored as a single Atomic64 field (freelist_) inside the
ExternalPointerTable class. This ensures that the freelist head and size
are always synchronized.
Previously, the freelist size was encoded in freelist entries in the top
bits. This only works as long as the maximum table size is relatively
small however, as it requires both the freelist size and the index of
the next entry on the list to fit into 24 bits. To allow for bigger
maximum table sizes in the future, this CL moves the freelist size
directly into the table as part of the freelist_ field.

The way to determine whether a MaybeObject is a strong or weak
reference to the heap object is to check its lowest two bits.
However, if the MaybeObject is known to not be a smi, that is, the
lowest bit is known to be 1, we can check one bit instead. This
allows Turbofan to select better instructions:

Introduce an inspector client interface method for running an
"instrumentation pause" (when an instrumentation breakpoint is hit).
This allows the client to run a more restrictive version of message
pumping on instrumentation breakpoint hits.
If not overriden, the instrumentation pause message loop handler will
run the normal message loop. Such an implementation preserves the
behavior for existing clients.

This CL has two changes:
1. Remove ValueDeserializer::Delegate::SupportsSharedValues. Only
ValueSerializer::Delegate needs to report whether it supports
serializing shared values. The ValueDeserializer::Delegate should
DCHECK if it gets a shared object tag but it doesn't support it.
This better mirrors what happens with SharedArrayBuffer transfers
currently.
2. When attempting to serialize a shared object (shared struct, shared
array, Atomics.Mutex, or Atomics.Condition) when
!SupportsSharedValues(), throw instead of assert. This is for better
ergonomics.
