The bulk memory operations should not bounds check ahead of time, but
instead should write as many bytes as possible until the first
out-of-bounds access.

Most parallel moves do not actually require the heavy analysis in the
GapResolver since there is no overlap between source and destination
registers. Handle some of these cases by a fast-path to avoid the
quadratic behaviour in the general case.
The fast path is taken for about 2/3 of the non-empty parallel moves on
wasm workloads.

"Finishing" currently only means decrementing a counter and notifying
users via the callback if baseline compilation or tier-up finished.
We can totally do this from background, if we spawn foreground tasks to
actually call the callback.

Recent versions of the Windows Universal CRT changed the behavior of
fmod for when the first parameter is negative. In particular, a result
of negative zero became positive zero. This is rarely critical but it
causes test failures and may effect some JS test suites or web pages.
The fix is to modify Modulo to check for a result of 0 when the first
parameter is negative and change the result to -0. That fixes four of
the five test failures and the fifth one is fixed by comparing the
results against Modulo instead of std::fmod.

with enabled pointer compression it would not be possible to fit raw aligned
pointer into 32-bits of a tagged value so we will need to store both tagged

Change the keyword/identifier scan to a single loop that branchlessly
collects information on whether this is a possible keyword, identifier
terminator or slow path (i.e. escapes) by looking up the value in a
flags table (as long as the character is ascii).
Also rewrites that loop as an AdvanceUntil, and sprinkles in some
V8_LIKELY magic which is 'likely' to improve things.

Those two methods are spread over the code base, and their purpose is
often not clear. Historically, they were used to turn pointers into
integers in order to do computations on them. Today we have {Address}
which is uintptr_t, so we can compute directly on that.
This also makes the {RoundUp} and {RoundDown} macros only work on
integral values (including {Address}).

ReadFile returned a Vector with ownership transfer, i.e. the client
needed to call Dispose to free the memory. This CL changes the interface
to return a std::string instead, which manages ownership. As it turns
out, there is only one user of ReadString that sometimes calls an API
function which expects to take ownership of its Vector argument.
