[turbofan] Improve typed lowering for JSToBoolean.
- JSToBoolean(x:string) => BooleanNot(NumberEqual(x.length, #0))
- JSToBoolean(phi(x1,...,xn):primitive) => phi(JSToBoolean(x1),...,JSToBoolean(xn))
