7dccec5df7 Fix chromium trunk url in DEPS. 
Makes "svn/trunk" part of the variable so that it can be replaced with "chrome/trunk" when using mirrors.

7d4cbcbf05 Allow chromium url to be overwritten as a custom variable in DEPS. 
Using this work around, buildbot can set the chromium_url variable to the golo mirror.

04eefb86f4 Roll ICU 239289:258359 and add support for external ICU data tables 
The only binary that supports ICU data tables is d8. The location of the
data table file has to be passed via a command line switch:

  $ out/x64.optdebug/d8 --icu-data-file=out/x64.optdebug/icudtl.dat

This version of ICU allows for using a .dat file on posix systems that is mmaped
instead of compiling the data in like we currently do.

75451d3c2c Add dependency to ICU 4.6 
We use the patched version from the chromium project, as it already has
a gyp file and allows for using the system icu instead of the bundled
version if desired.

This is in preparation of bringing in v8-i18n.

ae8fee5aca Roll gyp to r1656 
r1656 contains a bug fix for the make generator to correctly regenerate
Makefiles if a gyp was touched. Before, it would assume that it is
running in the top-level directory. However, the v8 standalone build
puts the generated Makefile into the out subdirectory, and so gyp
failed to locate the gyp binary.
