8b57bdba59 Reland "[zone-compr] Introduce ZoneTypeTraits and ZoneCompression"
This is a reland of 13141c8a65

... with a fix for an UB issue of passing null pointers to memcpy()
when size is zero.

1c2867c0da [turbofan] Check node input/use consistency for changed operators and new nodes.
Verifies consistency of node inputs and uses:
- node inputs should agree with the input count computed from the node's operator.
- effect inputs should have effect outputs (or be a sentinel).
- control inputs should have control outputs (or be a sentinel).
- frame state inputs should be frame states (or be a sentinel).
- if the node has control uses, it should produce control.
- if the node has effect uses, it should produce effect.
- if the node has frame state uses, it must be a frame state.

I also removed some tests, either because they did not seem to be useful (scheduler) or they tested dead functionality (diamond effect phi).

variadic templated arguments, so we use sizeof... instead.

e53845d41c [turbofan] Cleanup Graph and related classes.
- Move NodeMarker to its own file, and introduce a non
  templatized base class.
- Cleanup the include hell.
- Sanitize the Node construction methods now that we
  got rid of that GenericNode/GenericGraph stuff.
- Protect against NodeId overflow in Graph.
- Various minor cleanups.

6c6a71b3f7 Move input/output counts directly into Operators, simplying OperatorProperties.
This is a first step to refactoring OperatorProperties out of existence.
The next step is to inline OperatorProperties::GetXXXCount into the callers.

db33f07f79 [turbofan] Reenable value numbering.
Value numbering is now limited to eliminatable operators (i.e. operators
that don't throw and don't write), and uses linear probing instead of
separate chaining.
