cpplint rules change over time, and we change the exact rules we enable
for v8. This CL removes NOLINT annotations which are not needed
according to the currently enabled rules.

According to the specification, class-specific {operator new} and
{operator delete} should be static methods. Interestingly, if the
{static} keyword is missing, the methods are implicitly static anyway.
This is confusing, so this CL adds the {static} keywords explicitly.
It also removes the redundant {Malloced::New} and {Malloced::Delete}
methods.

When switching from atomicops to std::atomic, I introduced a bug that
makes us miss the actual peak memory consumption, and only report the
second-highest memory usage in each zone.
This CL fixes that.

This pooling introduces severe lock contention for Liftoff compilation,
since each compilation uses its own Zone which does at least one
segment allocation.
It's also unclear whether pooling improves performance, since {malloc}
should implement a similar pooling mechanism, but better optimized for
multithreaded uses.
Feel free to revert if this introduces significant regressions.

VirtualMemory objects can be moved since https://crrev.com/c/1213062,
so there is no need any more to return them via pointer argument. This
also makes the {AllocVirtualMemory} and {AlignedAllocVirtualMemory}

Fix 29bb707e9b
Compilation on GYP fails due to missing OnCriticalMemoryPressure
overload that accepts size_t parameter. In this case the compiler
complains about hiding virtual function.
This patch reintroduces the missing functions.
