With bytecode flushing and lazy feedback allocation, we need to call
%PrepareForOptimization before we call %OptimizeFunctionOnNextCall,
ideally after declaring the function.

Take runtime path if startIndex parameter requires a ToInteger() call,
which can modify the elements kind of the receiver.
This removes a stub call from the builtin, and simplifies code slightly.

The contract is that the method is only invoked when there are no elements on
the prototype, and this elements type forbids accessor elements. So it is safe
to limit the search to the end of the backing store.
