Jungshik Shin	e15a3fad38	Update ICU to 61.1 ... ICU 61.1 was released in late March with CLDR 33. Arabic number format change in CLDR 33 requires a small adjustment in the test result. Remove harmony_plural_rules and harmony_number_format_to_parts.
