93f28d16c7 Reland "[heap] Optimize time to reach global safepoint"
This is a reland of 86038ecfdc

Compared to the previous CL this one is adding a TSAN suppression
for GlobalSafepoint::EnterSafepointScope. local_heaps_mutex_ of client
isolates may be locked in any order. This would be detected by TSAN as a
potential race. Add some additional DCHECKs to compensate for that
missing test coverage.

As a cleanup this CL also removes the unused methods ContainsLocalHeap()
and ContainsAnyLocalHeap() from LocalHeap.

Original change's description:
> [heap] Optimize time to reach global safepoint
>
> Initial support for global safepoints kept it simple by entering a
> safepoint for each of them one after another. This means
> time-to-global-safepoint is the sum of all time-to-safepoint operations.
> We can improve this slightly by splitting up the safepoint iteration
> into two operations:
>
> 1) Initiate safepoint lock (locks local_heaps_mutex_, arms the barrier
> and sets SafepointRequested flag for all client threads)
> 2) Block until all runnning client threads reach a safepoint
>
> We now perform operation 1) for all clients first and only then start
> with operation 2).

535242ff6e Reland "[heap] Attach to shared isolate after setting up main thread"
This is a reland of 929b83fb7b

This version of the CL also fixes initialization of the
marking_barrier_ in the LocalHeap constructor.

This CL also got rebased on Victor's CL in https://crrev.com/c/3229361.
It added a code_space_allocator_ in LocalHeap which needs to be
initialized a bit later on the main thread as well.

Original change's description:
> [heap] Attach to shared isolate after setting up main thread
>
> Attach to the shared isolate after the main thread was set up. Otherwise
> it could happen that a shared GC initiated from another isolate might
> see no threads are running and performs the safepoint operation in the

28d5f133df [heap] Fix deadlock with concurrent allocation and blocked main thread
It could happen (e.g. with --stress-background-compile) that the main
thread blocks for a background thread but the background thread requests
a GC from the main thread. This would result in a deadlock. Avoid this
by parking the main thread for potentially blocking operations and allow
allocations while the main thread is parked.

This CL introduces new states for the main thread: CollectionRequested
and ParkedCollectionRequested. These states will force Safepoint(),
Park() and Unpark() on the main thread into slow paths. The slow path
can then perform a GC on the main thread - right before parking or after
the main thread got unparked.

27fca37d15 [heap] Fix flaky test for GC epilogues
Ensure that epilogues are added to the LocalHeap before starting the GC.
Adding the epilogue after invoking NotifyStarted() might mean that the
epilogue is only added after the GC is already done and the epilogue
isn't run at all. The test flakily fails because the epilogue didn't
execute then.

c8a6fb4f6f Reland "[interpreter] Speed up the BytecodeArrayAccessor through direct memory access"
This speeds up sparkplug by >20%.

This reland fixes the OffHeapBytecodeArray to also register a GC
callback. Turns out off-heap here doesn't mean that the underlying
bytecode array is off-heap and it can in fact move.

3265309ab8 [heap] Add GC epilogue callbacks in LocalHeap
A background thread can register a callback that is guaranteed to be
invoked after each GC in a safepoint before background threads resume.
This will be allow the background compiler and parser to keep raw
pointers to frequently accessed objects and ensure that they are fixed
up after GC.

Note that the existing global GC epilogues are run after background
threads resume, so they are unsafe for background threads.

e95e1b6234 [heap] Introduce LocalIsolate for main thread
Add a LocalIsolate for the main thread to Isolate. This LocalIsolate is
kept alive during the whole lifetime of the Isolate. The main thread
LocalIsolate starts in the Running state in contrast to the background
thread LocalIsolates (those start in Parked).

Code paths in Turbofan that used to create a LocalIsolate on the main
thread can now simply use the main thread LocalIsolate.

LocalIsolate for the main thread will help in reducing differences
between the main and background threads. The goal is that the main
thread behaves more like a background thread.

The main thread LocalIsolate should also make it simpler to share code
between main thread and background threads by using LocalIsolate for
both.

b5bf34bce7 [heap] Support collection on main thread
LocalHeap can be used on main thread, however allocation might cause a
GC which works differently on the main thread than on a background
thread. Support collection on main thread by directly performing the GC
instead of requesting the GC as done on background threads.

To allow for differentiation between main and background threads,
LocalHeap/LocalIsolate now require an additional argument.
