String::NewFromLiteral is a templated function that takes a char[N]
argument that can be used as an alternative to String::NewFromUtf8 and
returns a Local<String> rather than a MaybeLocal<String> reducing the
number of ToLocalChecked() or other checks.
Since the string length is known at compile time, it can statically
assert that the length is less than String::kMaxLength, which means that
it can never fail at runtime.
This also converts all found uses of NewFromUtf8 taking a string literal
or a variable initialized from a string literal to use the new API. In
some cases the types of stored string literals are changed from const
char* to const char[] to ensure the size is retained.
This API does introduce a small difference compared to NewFromUtf8. For
a case like "abc\0def", NewFromUtf8 (using length -1 to infer length)
would treat this as a 3 character string, whereas the new API will treat
it as a 7 character string.
As a drive-by fix, this also fixes all redundant uses of
v8::NewStringType::kNormal when passed to any of the String::New*
functions.

The "Address" type is V8's general-purpose type for manipulating memory
addresses. Per the C++ spec, pointer arithmetic and pointer comparisons
are undefined behavior except within the same array; since we generally
don't operate within a C++ array, our general-purpose type shouldn't be
a pointer type.

The dispatcher is responsible for handling stores to lexical environment
variables and for storing directly to the JSGlobalObject. In the latter
case the dispatcher also ensures that JSGlobalProxy is provided as
a receiver if a setter function has to be called.
Unlike StoreIC the calling convention for the StoreGlobalIC does not include
receiver.

Add a finalize incremental marking mode for CollectAllGarbage to finalize incremental marking when incremental marking is in progress, but we want a full gc at a given CollectAllGarbage call site.
Default mode for CollectAllGarbage is finalize incremental marking and perform a full GC.

v8::DontDelete is set for Unforgeable properties, so just not setting PROHIBITS_OVERWRITING should be enough.
The secondary "feature" of not allowing accessors to be installed in extending objects is incorrect and confusing, given that it only applies to accessors but not to regular properties:

works where
Object.defineProperty({__proto__:window}, "location", { get: function() {} })
doesn't work.

ES6 makes the Function object properties "length" and "name"
configurable; switch the implementation over to follow that.
Doing so exposed a problem in the handling of non-writable, but
configurable properties backed by foreign callback accessors
internally. As an optimization, if such an accessor property is
re-defined with a new value, its setter was passed the new value
directly, keeping the property as an accessor property. However, this
is not correct should the property be non-writable, as its setter will
then simply ignore the updated value. Adjust the enabling logic for
this optimization accordingly, along with adding a test.
