[presubmit] Enable readability/namespace linter checking.
...
This enables linter checking for "readability/namespace" violations
during presubmit and instead marks the few known exceptions that we
allow explicitly.

Add bignum fall-back when the fast dtoa doesn't succeed. This removes Gay's dtoa for the double->string direction. We still need it for the string->double direction.
