For now we keep params since NewSloppyArguments uses it to figure out how to structure the arguments object. We should be able to only keep params in case we have a special case though. E.g., leaf functions with no duplicate parameters don't need special treatment. Or we simply encode the parameter index for each context slot. (I'm not sure duplicates need special treatment.)

This is is a preparatory CL to detach the JSFunction from the Context.
We mainly rewrite the DebugScopeInterator to no longer rely on the a
JSFunction to be around. Additionally the empty_function needs to have
a proper ScopeInfo now.

We used to frequently break the ABI when we introduced new instance
types because some instance types are hard-coded in v8.h.
Now that we have more instance types available, we can leave some
room to anticipate future new instance types.
Also take this opportunity to reorder some instance types.

Distinguish the compilation caches instead by the shape of the key (cow fixed
array map meaning eval or script cache). This allows us to remove the odd "key"
argument from Shrink, EnsureCapacity and Rehash.

STRUCT_LIST and INSTANCE_TYPE_LIST are now forced to have the same order
as the InstanceType enum.
Drive-by-fix 1: Move type check and cast functions closer together in objects-inl.h
Drive-by-fix 2: Remove unused instance types SIGNATURE_INFO_TYPE and TYPE_SWITCH_INFO_TYPE.
