instance, Europe/Moscow and some parts of US state of Indiana have

constant, but the new spec take into account the offset change
history.

In addition, it specifies a new way to calculate the timezone
offset during a timezone transition (either in and
out of DST or timezone offset shift).

During a negative transition (e.g.  fall backward / getting
out of DST), repeated times are to be interpreted as if the
offset before the transition is in effect.

During a positive transition (e.g. spring forward / getting
into DST), skipped times are to be treated similarly. That
is, they are to be interpreted as if the offset before the
transition is in effect.

With icu-timezone-data, v8 is compliant to the new spec for the

62f929ff4c Use nullptr instead of NULL where possible
New code should use nullptr instead of NULL.

This patch updates existing use of NULL to nullptr where applicable,
making the code base more consistent.

8e7241fdde Include only stuff you need, part 6: Fix cctest.h.
Rebuilding (after touching certain files) is crazy slow because
includes are out of control. Many of these files we need to rebuild are
cctests which pull in more includes than they need.

7afd712ae0 Invalidate defaultObjects if timezone changes
In case of calling 'toLocaleString', 'toLocaleTimeString' and
'toLocaleDateString' functions of 'Date' with empty 'locales' and
'options', DateTimeFormat is cached inside 'defaultObjects'.
If we change the timezone the cache is not invalidated.

This migrates the remaining Date builtins to C++ and removes obsolete
intrinsics and JavaScript wrappers. This reduces the overhead imposed
by the Date builtins, and will allow us to optimize them later in the
TurboFan compiler, while the interpreter doesn't need to worry about
them.

90c8932596 Replace our homegrown ARRAY_SIZE() with Chrome's arraysize().
Our own ARRAY_SIZE() was pretty bad at error checking. If you use
arrasize() in a wrong way, the compiler will issue an error instead of
silently doing the wrong thing. The previous ARRAY_SIZE() macro is still
available as ARRAYSIZE_UNSAFE() similar to Chrome.

00ba711658 Use a per-isolate cache for the date object JS bits
The old per-context cache made it difficult for the embedder to notify
v8 of date/time configuration changes. The embedder had to enter all
contexts for the isolate and notify v8 for each context.

With the new per-isolate cache, the embedder only needs to notify v8
once per isolate.

53310ac152 Added a version of the v8::HandleScope constructor with an Isolate and use that consistently.
I tried to limit the use of v8::Isolate::GetCurrent() and v8::internal::Isolate::Current() as much as possible, but sometimes this would have involved restructuring tests quite a bit, which is better left for a separate CL.
