This is a reland of 80f5dfda01. A condition
in pipeline.cc was inverted, which lead to a CSA verifier error.

This is the biggest chunk, including
- all of src/wasm,
- torque file for wasm objects,
- torque file for wasm builtins,
- wasm builtins,
- wasm runtime functions,
- int64 lowering,
- simd scala lowering,
- WasmGraphBuilder (TF graph construction for wasm),
- wasm frame types,
- wasm interrupts,
- the JSWasmCall opcode,
- wasm backing store allocation.
Those components are all recursively entangled, so I found no way to
split this change up further.
Some includes that were recursively included by wasm headers needed to
be added explicitly now.
backing-store-unittest.cc is renamed to wasm-backing-store-unittest.cc
because it only tests wasm backing stores. This file is excluded from
no-wasm builds then.

- Renames StackParameterCount to ParameterSlotCount, to avoid
confusion between slots and parameters, which are not in general
equivalent.
- Similarly, renames StackReturnCount to ReturnSlotCount.
- Adjusts the result of GetFirstUnusedStackSlot to return one more
than the last slot of the argument area, not including padding.
- Renames GetFirstUnusedStackSlot to GetOffsetToFirstUnusedStackSlot
to reflect that the result is an offset from callee to caller
frames.
- GetReturnsOffset is a little clearer, with adjustment for the
different semantics of GetFirstUnusedStackSlot.
- Renames 'optional_padding_slot' and 'first_unused_stack_slot'
variables in Tailcall codegen to reflect that these are offsets.

While the overall goal of this commit is to change deoptimization
entries into builtins, there are multiple related things happening:
- Deoptimization entries, formerly stubs (i.e. Code objects generated
at runtime, guaranteed to be immovable), have been converted into
builtins. The major restriction is that we now need to preserve the
kRootRegister, which was formerly used on most architectures to pass
the deoptimization id. The solution differs based on platform.
- Renamed DEOPT_ENTRIES_OR_FOR_TESTING code kind to FOR_TESTING.
- Removed heap/ support for immovable Code generation.
- Removed the DeserializerData class (no longer needed).
- arm64: to preserve 4-byte deopt exits, introduced a new optimization
in which the final jump to the deoptimization entry is generated
once per Code object, and deopt exits can continue to emit a
near-call.
- arm,ia32,x64: change to fixed-size deopt exits. This reduces exit
sizes by 4/8, 5, and 5 bytes, respectively.
On arm the deopt exit size is reduced from 12 (or 16) bytes to 8 bytes
by using the same strategy as on arm64 (recalc deopt id from return
address). Before:
e300a002 movw r10, <id>

e12fff3c blx ip
After:
e59acb35 ldr ip, [r10, <entry offset>]
e12fff3c blx ip
On arm64 the deopt exit size remains 4 bytes (or 8 bytes in same cases
with CFI). Additionally, up to 4 builtin jumps are emitted per Code
object (max 32 bytes added overhead per Code object). Before:

CodeKind::OPTIMIZED_CODE -> TURBOFAN
Kinds are now more fine-grained and distinguish between TF, TP, NCI.
CodeKind::STUB -> DEOPT_ENTRIES_OR_FOR_TESTING
Code stubs (like builtins, but generated at runtime) were removed from
the codebase years ago, this is the last remnant. This kind is used
only for deopt entries (which should be converted into builtins) and
for tests.

With the new Turbofan variants (NCI and Turboprop), we need a way to
distinguish between them both during and after compilation. We
initially introduced CompilationTarget to track the variant during
compilation, but decided to reuse the code kind as the canonical spot to
store this information instead.
Why? Because it is an established mechanism, already available in most
of the necessary spots (inside the pipeline, on Code objects, in
profiling traces).
This CL removes CompilationTarget and adds a new
NATIVE_CONTEXT_INDEPENDENT kind, plus helper functions to determine
various things about a given code kind (e.g.: does this code kind
deopt?).
As a (very large) drive-by, refactor both Code::Kind and
AbstractCode::Kind into a new CodeKind enum class.

Strictly speaking there are some left in api.cc, but they are in
deprecated functions with non-deprecated alternatives.
Apart from changes made using tooling, this also modifies
FieldType::AsClass to return Map* rather than Handle<Map> and converts
its call sites to create the Handle when they need it - currently
several sites immediately dereference the Handle.
Also marks WasmDebugInfo as NeverReadOnlySpaceObject so GetIsolate and
GetHeap remain usable.

Currently each isolate stores its own array of
{CallInterfaceDescriptorData}. This array has size 173, and each entry
has 40 bytes. That's already 7kB per isolate.
Additionally, each {CallInterfaceDescriptorData} allocates two
heap-allocated arrays, which probably add up to more than the static
size of the {CallInterfaceDescriptorData}. Note that all the
{CallInterfaceDescriptorData} instances are initialized eagerly on
isolate creation.
Since {CallInterfaceDescriptor} is totally isolate independent itself,
this CL refactors the current design to avoid a copy of them per
isolate, and instead shares them process-wide. Still, we need to free
the allocated heap arrays when the last isolate dies to avoid leaks.
This can probably be refactored later by statically initializing more
and avoiding the heap allocations all together.
This refactoring will also allow us to use {CallInterfaceDescriptor}s
from wasm background compilation threads, which are not bound to any
isolate.

With the Ignition + Turbofan pipeline there is very little overlap between the data
needed for unoptimized compilation and optimized compilation. As a result, it is
cleaner to split up the CompilationInfo into UnoptimizedCompilationInfo and
OptimizedCompilationInfo.
Doing so also necessitate splitting up CompilationJob into UnoptimizedCompilationJob
and OptimizedCompilationJob - again there is not much overlap so this seems cleaner.

Rather than having a single script compilation timer, split it into
multiple timers depending on the state of the (blink-owned) code cache
and (v8-owned) complation cache. This is intended to replace both the
script compilation time timer, and the compilation heuristic enum.
Also keep track of why blink might not want us to produce (or consume) a
code cache, and split the compilation timer on this as well.
Note, there is currently no timer for streaming sources, so these won't
show up in the histograms.

In order to allow parallel compilation of eager inner functions, we need to
seperate the zone used for parsing (which will be shared between all the
parallel compile jobs) and the zone used for compilation. This CL changes
CompilationInfo to require a zone (which can be different from the zone in
ParseInfo). We then seal the ParseInfo zone after parsing and analysis is done
to prevent any further allocation in that zone, so that it can be shared
(read-only) with the parallel compile jobs.
