With bytecode flushing and lazy feedback allocation, we need to call
%PrepareForOptimization before we call %OptimizeFunctionOnNextCall,
ideally after declaring the function.

This unblocks the checks in the SimplifiedLowering that whenever we
store something as TaggedSigned, the input type should at least be
Type::SignedSmall.
