aa3518a0f3 Make sure files end with exactly one new line and police this in presubmit. 
The changes are (excluding presubmit.py) mechanical. I added the following
lines after the check and iterated the presubmit script until all errors
went away:

f = open(name, "w");
if contents.endswith('\n\n'):
  f.write(contents[0:-1])
else:
  f.write(contents + '\n')

e25920da19 Make Array.prototype.pop throw if the last element is not configurable. 
Popping an element from an array should call [[Delete]] internal method
and pass true as the second argument (ECMA-262/5.1/#sec-15.4.4.6).
When the last element can't be deleted, throw a Type Error.
Not throwing the error would result in endless loop in the following test.

TEST=var a=[];Object.defineProperty(a,0,{});while(a.length)a.pop();

By the way fix another bug, or else i can't post any issues.
"presubmit.py" throw a "missing a correct copyright header" on windows.
Both the slash and the backslash are valid path separator on windows.

55b2391857 Fix so that you can run presubmit.py in Windows. 
presubmit.py tried to execute cpplint.py directly, but in Windows it's the shell that connects that to the python binary so the execution (subprocess.Popen) needs to be told how to find python. An alternative would be to call subprocess.Popen with shell=True but this is less dangerous.

md5 module is deprecated since Python 2.5 and we'd better off using hashlib instead.

f2f00d0d09 A cache of MD5 sums of source file contents is now maintained. Cpplint is only invoked for new, changed, and files containing errors from the past lint check run. 
As a result, repetitive presubmit checks now run in a blink of an eye, so we can include it as an obligatory pre-submit check to avoid frequent CB breakages on lint errors.

f5864d08af Use local cpplint.py if it exists. 
If there is a local cpplint.py in the tools directory use this instead of any cpplint in the path. This makes it possible to run presubmit checks on Windows by downloading cpplint.py from http://code.google.com/p/google-styleguide/.

9a216515ac When the Mozilla tests are checked out of cvs in the recommended place the 
linter attempts to check them for style issues.  This is not helpful.  This
chance makes the presubmit linter skip the data directory where they are
located.

132a2cd1c3 Added presubmit step that runs cpplint and checks for missing 
copyrights.  Fixed some lint issues in the samples.  Added better
