adamk	2e4efcfac2	Add a --harmony-object-observe runtime flag (on by default) ... To avoid tanking context startup performance, only the actual installation of the JS-exposed API is flag-guarded. Also added comments to remind us why we were using the hole here in the first place (it's used for the case where Object.observe, rather than Array.observe, has been called on Array that's undergoing truncation).
