93716b9e71 [snapshot] Add support for native counters.
Counters in generated code, as enabled with --native-code-counters, do not work
in the snapshot. This adds a `v8_enable_snapshot_code_counters` build option
enabled by defaut in debug mode that allows code from the snapshot to increment
the current isolate's set of counters.

For this to work, we need to add native code counters in the external reference
table.

To keep the no snapshot configuration similar, we've also enabled the
--native-code-counters flag by default for debug builds.

ffabcbe8c0 [test] Manually restore changed flags in SaveFlags
SaveFlags previously worked by re-setting the flags using the command
line. Unfortunately, this could reset flags being used by concurrent
processes, which would cause TSAN issues.

Now, SaveFlags stores a copy of the state of all flags on creation, and
only resets changed flags in its destructor. It does this by (ab)using
the flag-definitions.h pseudo-header, adding a new mode to that header
which applies an includer-defined macro to each flag definition.

80195fc58d [Compile] Refactor CompilerDispatcher for inner function compilation jobs
Refactors the CompilerDispatcher to be able to enqueue eager inner functions
for off-thread compilation during top-level compilation of a script.

Unoptimized compile jobs are simplified to only have two phases - compile
and finalization. Only finalization requires heap access (and therefore
needs to be run on the main thread). The change also introduces a requirement
to register a SFI with a given compile job after that job is posted, this
is due to the fact that an SFI won't necessarily exist at the point the job
is posted, but is created later when top-level compile is being finalized.
Logic in the compile dispatcher is update to deal with the fact that a job
may not be able to progress if it doesn't yet have an associated SFI
registered with it.

6526c6dd10 [RCS] Add explicit tests for function callbacks
This CL adds a very crude unittest to check that RuntimeCallStats work
correctly with api callbacks present. This currently doesn't check that
all parent timers (namely FunctionCallback) are handled properly.

Drive-by-Fix:
- Use Microseconds for all RCS timer tests
- Add TestWithContext::SetGlobalProperty helper
- Use explicit v8:: prefix in test-utils.{h,cc}

Only JSLoadProperty/JSStoreProperty nodes with external typed arrays can
be lowered to LoadElement/StoreElement, because lowering of non-external
typed arrays would require a map check.

5899cc8ca7 [turbofan] Fix lowering of typed loads/stores.
We can only access to external typed arrays; lowering of internal
typed arrays would require a map check plus eager deoptimization.
Also embed the array buffer reference directly instead of embedding
the typed array.

As per discussion on the V8 team, this is the place we want them to live,
not following the Chrome Style Guide for this.
