f3737bbb12 [sandbox] Initialize sandbox during V8::Initialize
As sandboxed pointers are now default-enabled when the sandbox is
enabled, it is no longer possible to deactivate the sandbox at runtime.
This CL therefore removes all the logic that was required to support a
sandbox that could be disabled at runtime, moves the initialization of
the sandbox into V8::Initialize, and deprecates V8::InitializeSandbox.

This change also makes the sandbox initialization deterministic if
FLAG_random_seed is supplied.

V8_SANDBOX has been renamed to V8_ENABLE_SANDBOX in crrev.com/c/3647355
and its remaining uses in Chromium have now been renamed as well.

44166c6091 [api] V8::Initialize cleanup
- V8::Deprecate ShutdownPlatform in favor of V8::DisposePlatform
- Rename i::V8::TearDown to i::V8::Dispose
- Clean up i::V8::Initialize
- Remove needless V8::Initialize() calls in cctests
- Remove CcTest::DisableAutomaticDispose()
- Add checks to Isolate::Allocate and Isolate::Dispose that there is
  and active platform

This is a reland of d1b27019d3

Fixes include:
Adding missing file to bazel build
Forward-declaring classing before friend-classing them to fix win/gcc
Add missing v8-isolate.h include for vtune builds

d1b27019d3 [include] Split out v8.h
This moves every single class/function out of include/v8.h into a
separate header in include/, which v8.h then includes so that
externally nothing appears to have changed.

Every include of v8.h from inside v8 has been changed to a more
fine-grained include.

Previously inline functions defined at the bottom of v8.h would call
private non-inline functions in the V8 class. Since that class is now
in v8-initialization.h and is rarely included (as that would create
dependency cycles), this is not possible and so those methods have been
moved out of the V8 class into the namespace v8::api_internal.

None of the previous files in include/ now #include v8.h, which means
if embedders were relying on this transitive dependency then it will
give compile failures.

v8-inspector.h does depend on v8-scripts.h for the time being to ensure
that Chrome continue to compile but that change will be reverted once
those transitive #includes in chrome are changed to include it directly.

b097a8e5de [api] Create v8::String::NewFromLiteral that returns Local<String>
String::NewFromLiteral is a templated function that takes a char[N]
argument that can be used as an alternative to String::NewFromUtf8 and
returns a Local<String> rather than a MaybeLocal<String> reducing the
number of ToLocalChecked() or other checks.

Since the string length is known at compile time, it can statically
assert that the length is less than String::kMaxLength, which means that
it can never fail at runtime.

This also converts all found uses of NewFromUtf8 taking a string literal
or a variable initialized from a string literal to use the new API. In
some cases the types of stored string literals are changed from const
char* to const char[] to ensure the size is retained.

This API does introduce a small difference compared to NewFromUtf8. For
a case like "abc\0def", NewFromUtf8 (using length -1 to infer length)
would treat this as a 3 character string, whereas the new API will treat
it as a 7 character string.

As a drive-by fix, this also fixes all redundant uses of
v8::NewStringType::kNormal when passed to any of the String::New*
functions.

ffee558e14 [cleanup] use unique_ptr for the DefaultPlatform
With this CL, {CreateDefaultPlatform} returns a unique_ptr to indicate
that the caller owns the returned memory. We had several memory leaks
where the memory of the DefaultPlatform did not get deallocated.

In addition, the {TracingController} of the {DefaultPlatform} also gets
received as a unique_ptr. Thereby we document that the {DefaultPlatform}
takes ownership of the {TracingController}. Note that the memory of the
{TracingController} was already owned by the {DefaultPlatform}, but it
was not documented in the interface, and it was used incorrectly in
tests.

fe598532ec Pass Isolate pointer to String::Utf8Value/Value constructors
As part of J2V8 development (https://github.com/eclipsesource/J2V8),
we realized that we had a subtle bug in how Isolate scope was created
and it's lifetime managed, see:
https://github.com/eclipsesource/J2V8/issues/313.

Mentioned above bug was fixed, however, what we also noticed is that
V8 API has been constantly and slowly moving to such an API, in which
one has to pass Isolate explicitly to methods and/or constructors. We
found two more places that might have been overlooked. This contribution
adds passing of Isolate pointer explicitly to constructors of
String::Utf8Value and String::Value classes.

cec0ed0f77 [icu] Support loading data file from default location
This allows using icu data, bundled in the icudtl.dat file,
to be loaded automatically from a default location
side-by-side with the executable.

The v8 stand-alone default is still to use statically
linked ICU data, but this will be switched in a separate
follow-up CL.

c69e2eae54 Rework startup-data-util.
- Make the API look like v8::V8::InitializeICU.
  (That is: A static method call, not an object to be created on the stack.)
- Fix path separator on Windows, by calling base::OS::isPathSeparator.
- Move into API, so that it can be called by hello-world & friends.
- Actually call it from hello-world and friends.
