Many websites use simple calls to String.prototype.indexOf with either a
one character ASCII needle or needles bigger than the search string. This
CL adds a TFJ builtin for these simple cases, giving up to factor 5 speedup.

These crashes were caused by an invalid pointer stored in a tagged
variable in SubStringStub. This can be reproduced by calling the stub on
an external string and ensuring GC kicks in on the subsequent
allocation.
Only the TurboFan implementation of SubStringStub is affected, the current
PlatformStub implementation handles this case just fine.

The previous JavaScript version created way too many ConsStrings for
longer strings, i.e. when using String.fromCharCode together with
Function.prototype.apply and arrays of char codes.
This version now always allocates sequential strings and therefore uses
way less memory when turning longer character sequences into strings,
and therefore fixes the memory regression on Google Maps.

The reason is that we end up with a character class that is not stand alone, so we do not perform case folding on it correctly (with unicode flag).

We can only set resource constraints before the isolate is initialized.
Since in the future, we want to initialize isolates at construction
time, we need to set constraints there.
It's possible to later modify the stack limit, so introduce an
Isolate::SetStackLimit method for that.
The SetResourceConstraints method will be deprecated. Users should pass
ResourceConstraints to Isolate::New, and use Isolate::SetStackLimit to
later modify the stack limit.
