Tweaks the generated code for a number of bytecode handlers. In particular, uses
deferred labels (now that they exist) to ensure that fast-paths don't build frames
where possible. This improves the codegen for StackCheck, Jump, Return and ForInNext.

Seems to give ~5-8% performance boost on Octane.

When FLAG_trace_ignition_dispatches is enabled, a dispatch counter is
kept for each pair of source-destination bytecode handlers.
Each counter saturates at max uintptr_t value.
Counters are dumped as a JSON-encoded object of objects, such that
each key on the top level object is a source bytecode name, and each key
on the corresponding value is a destination bytecode name, with the
associated counter as value. The output file name can be controlled
with the FLAG_trace_ignition_dispatches_output_file flag.
The JSON file may be written by calling
Interpreter::WriteDispatchCounters(), which is done for d8 in
Shell::OnExit, if FLAG_trace_ignition_dispatches is enabled.

This change introduces wide prefix bytecodes to support wide (16-bit)
and extra-wide (32-bit) operands. It retires the previous
wide-bytecodes and reduces the number of operand types.
Operands are now either scalable or fixed size. Scalable operands
increase in width when a bytecode is prefixed with wide or extra-wide.
The bytecode handler table is extended to 256*3 entries. The
first 256 entries are used for bytecodes with 8-bit operands,
the second 256 entries are used for bytecodes with operands that
scale to 16-bits, and the third group of 256 entries are used for
bytecodes with operands that scale to 32-bits.
