Original message:
[heap] Divide available memory upon compaction tasks
- Fairly (round-robin) divide available memory upon compaction tasks.
- Ensure an upper limit (of memory) since dividing is O(n) for n free-space
nodes.
- Refill from free lists managed by sweeper once a compaction space becomes
empty.
Assumption for dividing memory: Memory in the free lists is sparse upon starting
compaction (which means that only few nodes are available), except for memory
reducer GCs, which happen in idle time though (so it's less of a problem).

The CompactionSpace is temporarily used during compaction to hold migrated
objects. The payload is merged back into the corresponding space after
compaction.
Note the this is not the complete implementation and it is currently only used in a test.

Contribution of PowerPC port (continuation of 422063005, 817143002,
866843003, and 901083004. The bulk of the changes are to remove some
hard coded assumptions about heap page size within existing tests.
The remaining change is to use a larger heap page size for PPC linux
as this provides a performance benefit due to the larger memory page size.

If we run out of code range, then GC wouldn't be able to compact code space,
because it wouldn't be able to allocate a new page. This can cause code space
fragmentation and OOM crashes.

We also initialize the Isolate on creation.
This should allow for getting rid of the last remaining default isolate
traces. Also, it'll speed up several isolate related operations that no
longer require locks.
Embedders that relied on v8::Isolate to return an uninitialized Isolate
(so they can set ResourceConstraints for example, or set flags that
modify the way the isolate is created) should either do the setup before
creating the isolate, or use the recently added CreateParams to pass e.g.
ResourceConstraints.
