c58862c360 cppgc: Allow CrossThreadPersistent to access poisoned memory from GC
Allow CrossThreadPersistent and its weak form to access ASAN poisoned
memory from the GC entry points.

In general, payloads of to-be-finalized objects are poisoned until the
finalizer actually runs to avoid accidentally touching that payload.

In the case of cross-thread handles, these may need to be cleared by a
different thread before the finalizer actually runs. In order to clear
those references, the slot needs to be unpoisoned.

This is issue is ASAN-only and does not affect production or other
debug builds.

a7a0ff10af [cleanup][include] Remove redundant NOLINT annotations
cpplint rules change over time, and we change the exact rules we enable
for v8. This CL removes NOLINT annotations which are not needed
according to the currently enabled rules.

65893d84e5 cppgc: Fix low-level write barriers
Some types of supported low-level write barrier only requires passing
a slot, which may not be even part of a heap object but stack.

This complicates the situation, as even with caged heap, there's no
way to distinguish a stack and heap slot.

Solve this by passing an optional callback that can lazy be used to
get the heap. This can be used by the embedder to retrieve the heap
from e.g. TLS if needed.  This aligns the barrier with Oilpan in
Blink.

f91949a153 cppgc: Allow BasicPersistent::Clear() with incomplete type
This allows construction and destruction of empty Persistent and
friends, which simplifiest the use for embedders.

3494110a6c cppgc: Add support for const T in Member and friends
Adds support for Member<const T> by keeping the untyped storage in
MemberBase const, which is stronger than the required constness. All
accesses go through BasicMember which can re-add the appropriate
constness specified by the user.

The same concept is applied to all Member and Persistent handles.

8bdce52713 Reland "cppgc: Properly clear (Weak)Peristent and WeakMember pointers"
This is a reland of e0c1a349ea

The issue was passing SentinelPointer (== +1) through T*.

The fix is disabling cfi unrelated cast diagnostic for the bottlenecks
(Get()). This means that nullptr is treated the same as
kSentinelPointer.

The alternative would be a DCHECK that Get() does not return
kSentinelPointer and adjusting all Member and Persistent logic that
uses Get() to work on void*. This is quite intrusive as it involves
Swap(), heterogeneous assignments, comparisons, etc.

1. (Weak)Persistent pointers are cleared on heap teardown. Before this
   CL the pointers would contain stale values which could lead to UAF.
2. WeakPersistent and WeakMember are cleared using a combination of
   internal clearing methods and mutable fields which avoids the use
   of const_cast<>.

920a53b6b6 Fix LINT exceptions across the code base
The category name changed in https://crrev.com/c/2159690 (in
depot_tools), hence presubmit tests start failing whenever someone
touches a file which still refers to the old category.

eefd5d31a2 cppgc: Add public target to build against
- Fixes includes to be relative to include/ which allows embedders
  to just add V8's include directory to get started.
