Search for all files with testing naming convention and run that on v8_presubmit.
Also modify all PRESUBMIT files in the tools directory to include any test file
with the appropriate naming convention.

Procs return the result by increasing recursion through result_for.
This CL eliminates that mechanism from the Processor interface and uses boolen
return values for sending tests to signal success or the failure to load the
test into the execution queue.

This tests some high-level scenarios of the V8 test runner, with
fake executable, test-suite extension and build configs.
The runners are slightly modified to be easier testable. Args
are passed from the tests now and the V8 root folder can be faked
by the tests.
We support coverage if python coverage 4.0 is installed. Otherwise
we run without it.
