[wasm] merge js constants file in module-builder
...
We noticed that almost every call site were loading both files,
the split isn't necessary anymore.
In some message tests, removed the absolute line number to allow future
changes.

[wasm] Rename wasm::LocalType to wasm::ValueType and kAst* to kWasm*
...
This is more renaming work to comply with the naming in the public
design repository. E.g. types are called "value types" and we no longer
refer to ASTs.
