dd74a0232c Replace STATIC_ASSERT with static_assert
Now that we require C++17 support, we can just use the standard
static_assert without message, instead of our STATIC_ASSERT macro.

This is a reland of faf2208a0b

- Fix arm64 codegen for full pointer mode
