In particular, remove {toUint8Array} method and make {toBuffer} return
a {Uint8Array} view to the buffer like before
https://crrev.com/c/1508352. Also, the returned view does not need to be
another copy of the bytes, it can really just be a view.
As a follow-up, this requires the test-only DeserializeWasmModule
runtime method to receive the wire bytes as Uint8Array, and also
requires the {IsWasmCompileAllowed} callback to handle
{ArrayBufferView} (like chromium's version already does).

Emitting bytes to the Uint8Array directly speeds up generation of
binaries enormously.
On the limits-any.js spec test (which creates huge modules), the
execution time of an optdebug build reduces from 286 seconds to 61
seconds.

Changes made to the Wasm module builder:
- Create emit_u64v for emitting a LEB128 that conceptually represent
an 64-bits integer.
- Differentiate toBuffer and toUint8Array for returning respectively
ArrayBuffer and a Uint8Array.
- Moved wasmF32Const and wasmF64Const functions because we can take
advantage of the existing cached conversion buffers. Also, declaring
them in the constants file will collide with the module-builder since
they are loaded in the same scope.
- The byte_view buffer (used by some conversions to bytes) switched from
Int8Array to Uint8Array.
Changes made to the Wasm contants:
- Add a new kSharedHasMaximumFlag flag for shared memory with a maximum
value.

`memory.init` copies bytes from a passive data segment to linear memory.
`memory.drop` is an instruction that informs the wasm VM that the instance no
longer needs access to the passive data segment.
Information about the passive data segments, including their contents, length,
and whether they are dropped, is stored in the `WasmInstanceObject` as primitive
arrays.

This initial CL adds a wasm experimental flag:
`--experimental-wasm-bulk-memory`, and also parsing of passive segments.
A passive segment is one that is not copied into the table/memory on
instantiation, but instead later via the `{table,memory}.init`
instructions.
The binary format of passive data segments is unlikely to change, but
the format for passive element segments may change (see
https://github.com/WebAssembly/bulk-memory-operations/pull/39).

The "grow_memory" opcode was renamed to "memory.grow", and the spec
repo was updated to use kExprMemoryGrow internally instead of

This adds the ability to import exception into a module at instantiation
time. Only a {WasmExceptionObject} that has been exported by another
module instance can be imported, all other values are rejected.
Note that currently there is no signature check being performed to make
sure the imported exception matches the expected type. Also the identity
of imported exceptions is not yet preserved.
Furthermore the engine does not yet match thrown exception objects on a
global level across modules. Hence imported exceptions will (wrongly)
behave as completely new types within the module.

This adds the ability to add exception types to the export section of a
module and reference them via the local exception index. Currently the
export object then just contains the local index as a number, which is
only temporary until we have proper export wrappers for exceptions.
Also note that this tightens the restriction for the modules exception
section to be located in between the import and the export section.

This adds experimental support for an 'except_ref' value type for caught
exceptions as per the exception handling proposal. In the current for it
is only allowed to have such types in the stack or in a local, support
for having it as part of any signature was left out.
The default value for a local of type 'except_ref' is the 'ref_null'
value for now. Since this value cannot escape a wasm function, the
concrete value is not actually observable.

The WasmInstanceObject stores two new arrays:
- imported_mutable_globals_buffers_: a FixedArray of all the imported
globals' array buffers.
- imported_mutable_globals: a calloc'd array of Addresses pointing to
the mutable global in its array buffer.
When accessing the global, the generated code looks up the address in
imported_mutable_globals to find where to load/store.

The tests generated by --wasm-fuzzer-gen-test did not encode the locals
of functions yet. This CL fixes that.
A bit of care has to be taken to ensure that the locals are generated
in exactly the same order as in the module generated by the fuzzer.

This is a second attempt at landing CL 644866 which was reverted by
CL 667019.
Extends the current implementation of WASM exceptions to be able to
throw exceptions with values (not just tags).
A JS typed (uint_16) array is used to hold the thrown values. This
allows all WASM types to be stored (i32, i64, f32, and f64) as well as
be inspected in JS.
The previous CL was reverted because the WASM compiler made calls to
run time functions with tagged objects, which must not be done. To fix
this, all run time calls use the thread-level isolate to hold the
exception being processed.

Extends the current implementation of WASM exceptions to be able to
throw exceptions with values (not just tags).
An JS typed array (uint_16) is used to hold thrown values, so that the
thrown values can be inspected in JS.

The wasm valiation incorrectly allowed simd locals, even without the
experimental flag turned on. This was not noted in the generated code
because simd opcodes were forbidden, but the interpreter could not
handle these locals.

This CL refactors the WasmMemoryObject and WasmInstanceObject classes to
use WeakFixedArray instead of using a doubly-linked list of instances. This
simplifies the lifetime management of instances by not requiring them to
be unlinked from this list upon GC. It also simplifies the iteration over
the instances using a given WasmMemoryObject.
Note that, contrary to my naive assumption at the outset, it is still necessary for the InstanceFinalizer (called upon a WasmInstanceObject death) to unlink itself from a WasmMemoryObject's instances list, due to finalizer ordering.

When providing scope information (containing the value of local
variables of live stack frames), decode the local variable names of all
functions in a wasm module and store this in the WasmDebugInfo
structure.
Use these names to actually name the reported locals, instead of using
the default names "param#<d>" and "local#<d>". These names are only used
as fallbacks for locals which were not assigned a name.

We were emitting the table index once in the element section instead of
once per element segment. This did not cause failures because we never
had more than one element segment.
This CL fixes this, and adds a test for more than one segment.

The format of the name section changed recently. It now contains
subsections of different type (currently for function names or local
variable names).
This CL changes our internal wasm module builders (in JS and C++) to
emit this new format, and changes the decoder to understand it.
We currently only parse the function name section, and ignore names of
local variables. I will later extend this to parse local variable names
when needed for debugging.

grow_memory was working from test cases, but not in combination with
compiled code. This CL makes the effect of grow_memory executed either
in the interpreter or compiled code always be reflected in both
execution environments.
It also adds a %RedirectToWasmInterpreter runtime function for testing
this interaction.

We were looking at the unreachable flag or stack_depth of the target frame
instead of the current one in a couple of places (most notably BreakTo).
This change fixes these bugs and makes us pass the latest spec tests for
br_table validation. Also need to ensure that br_table targets have consistent
types, which is not implied if the stack is polymorphic.

This CL refactors the handling of metadata associated with WebAssembly
modules to reduce the duplicate marshalling of data from the C++ world
to the JavaScript world. It does this by wrapping the C++ WasmModule*
object in a Foreign that is rooted from the on-heap WasmCompiledModule
(which is itself just a FixedArray). Upon serialization, the C++ object
is ignored and the original WASM wire bytes are serialized. Upon
deserialization, the C++ object is reconstituted by reparsing the bytes.
This is motivated by increasing complications in implementing the JS
API, in particular WebAssembly.Table, which must perform signature
canonicalization across instances.
Additionally, this CL implements the proper base + offset initialization
behavior for tables.

This patch updates internal data structures used by V8 to support
multiple indirect function tables (WebAssembly/design#682). But, since
this feature is post-MVP, the functionality is not directly exposed and

- WebAssembly object,
- WebAssembly.Module constructor,
- WebAssembly.Instance constructor,
- WebAssembly.compile async method,
- and Module and Instance instance objects.
Also, changes ErrorThrower to support capturing errors in a promise reject.
Since we cannot yet compile without fixing the Wasm memory, and cannot validate a module without compiling, the Module constructor and compile method don't do anything yet but checking that their argument is a suitable BufferSource. Instead of a compiled module, the hidden state of a Module object currently is just that buffer.

Names passed for imports and exports are checked during decoding,
leading to errors if they are no valid UTF-8. Function names are not
checked during decode, but rather lead to undefined being returned at
runtime if they are not UTF-8.
We need to do these checks on the Wasm side, since the factory
methods assume to get valid UTF-8 strings.

Local declarations were previously encoded as an optional set of
4 uint16 values as part of the function declaration. This CL
implements the current design of moving these declarations to
a list of pairs of (type, count) that is part of the body.
