40cef10f26 Reland "cppgc,heap: Implement atomic unified heap GC" 
This is a reland of 539f0ed23b

The reland fixes creating TimeDelta from double which requires
saturated_cast<>. Improvements to this constructions are tracked
in v8:10620.
