This adds decoding and compilation of the "atomic.fence" operator, which
is intended to preserve the synchronization guarantees of higher-level
languages.
Unlike other atomic operators, it does not target a particular linear
memory. It may occur in modules which declare no memory, or a non-shared
memory, without causing a validation error.

Switch all uses of NewCode and TryNewCode to CodeBuilder and remove these
methods.
NewCode and TryNewCode use a large number of default parameters, which makes
it difficult to use and add any new ones. Large chunks of code were also
duplicated across TryNewCode and NewCode. The previous CL
(https://chromium-review.googlesource.com/c/v8/v8/+/1585736) added a new
CodeBuilder class which allows much simpler building of Code objects.

This adds support for unaligned load/store access to the DataView

when necessary. This changes the Word32ReverseBytes operator to be
a required operator and adds the missing support on the Intel and
ARM platforms (on 64-bit platforms the Word64ReverseBytes operator
is also mandatory now).
This further improves the performance on the dataviewperf.js test

reduces the code complexity in the EffectControlLinearizer.

With ReadOnlyRoots and GetIsolate on JSReceiver, we can remove almost
every isolate parameter from <Object>::Print. The remaining ones, like
Map, are special-caseable for read-only maps, and as a result we can
remove isolate parameters from <Object>::Print entirely.
This patch also opportunistically cleans up a few places where isolates
were only needed for Object::Print, such as TransitionAccessors and
DescriptorArrays.

All Object::Print functions now take an Isolate* parameter. Various
XX::XXPrint functions now take an Isolate if it's needed rather than
calling GetIsolate(). Such method use DECL_PRINTER_WITH_ISOLATE rather
than DECL_PRINTER.
The _v8_internal_Print_ function (intended for use in gdb) now uses
Isolate::Current() to get hold of an Isolate.
Reduces the GetIsolate and GetHeap count by 9 and 5 respectively.
Also removes unneeded gdb/lldb macros (along with their support
functions), jfv, jfm, jda and jta, since job does the same thing.

This completes the transition to Assembler::Options, which reduces
the assemblers's dependency on isolates, and there is now only one
way to create an Assembler, which is to use the options.
Note that some operations on assemblers still need an isolate, such
as GetCode(), and in these cases, the isolate is an additional
argument to the method.

The "Address" type is V8's general-purpose type for manipulating memory
addresses. Per the C++ spec, pointer arithmetic and pointer comparisons
are undefined behavior except within the same array; since we generally
don't operate within a C++ array, our general-purpose type shouldn't be
a pointer type.

In order to clarify the difference between, e.g., InstructionStart and
instruction_start, rename as follows:
Code::instruction_start -> raw_instruction_start
Code::instruction_end -> raw_instruction_end
Code::instruction_size -> raw_instruction_size
The difference between the camel-case and raw_* function families is
in how they handle off-heap-trampoline Code objects. For example, when
called on an off-heap-trampoline: raw_instruction_start returns the
trampoline's entry point, while InstructionStart returns the off-heap
code's entry point (located in the .text section of the binary).
Some callsites were updated to call the camel-case function family as
appropriate.

On ia32, support for vsqrtss and vsqrtsd was missing, so I add the
implementation of these instructions and disassembly support.
On x64, disassembly support for vsqrtss was missing, while vsqrtsd was
implemented. Now both are implemented.
The implementation of f32.sqrt and f64.sqrt is very straight-forward on
ia32 and x64, we can immediately emit the {v}sqrtss or {v}sqrtsd
instruction.

Currently the disassembler tests continue on unimplemented instructions, fix
to abort instead as most bugs in the disassemblers will appear as unimplemented
instructions.
- Localize testing disassembler method to abort on unimplemented
- Fix failing x64 disassembler tests

making the code base more consistent.

Since frames.h no longer defines basic register types like RegList, it
is no longer necessary to include it in the macro assemblers.
Next step: split out frame-constants.h from frames.h so that it will be
possible to get frame constants without include the stackwalking logic,
which needs objects.h.
