This shaves 416+ KB, just under 1% off the size of the debug d8 executable
on Linux (mostly because the CheckHelper functions for assertions were
getting separate copies for each compilation unit). The difference in
release builds is negligible---a size reduction of 0.1%.
Also, change namespace-level 'static const' variables to remove the static
storage class as it's the default.

We can only call malloc/free once per group and we can avoid scanning
through a list of NULLs if we keep unprocessed groups in the beginning.
I also changed the internal representation of implicit references to
hold a handle to the parent (instead of a direct pointer). The
prologue callback must not trigger a GC, but it's better to be safe.

objectprint=on (defaults to off) option (which defines OBJECT_PRINT).
2. Added the ability to print objects to a specified file instead of
just stdout.
3. Added a use_verbose_printer flag (true by default) to allow some
object printouts to be less verbose when the flag is false.
4. Fixed a bug in VSNPrintF() where it can potentially write into an
empty char vector.
