fdfdce1d1e [Intl] Use flags in Locale 
Use bits flag for caseFirst, hourCycle and numeric in Locale.
Also set up macro for V8_INTL_SUPPORT only in heap-symbols.h

62d8a064ab [Intl] Throw when language tag argument to Intl.Locale is empty 
Also, fix one spec violation that checked for Name, but should just
check for Strings.

0444636091 Add regression tests for Intl.Locale constructor. 
- Test that order of getter initialization doesn't change.
- Test properties of each getter against the spec.

91df12aa36 Prevent throwing exceptions more than once during Locale construction. 
Change code to propagate errors/exceptions to the top, and throw only once.
