This is a reland of f05bae1e0d
Previously I presumed that the context read from a frame in the profiler was
a valid context. Turns out that on non-intel we're not guaranteed that the
frame is properly set up. In the case we looked at, the profiler took a
sample right before writing the frame marker indicating a builtin frame,
causing the "context" pointer from that frame to be a bytecode array. Since
we'll read random garbage on the stack as a possible context pointer, I made
the code reading the native context from it a little more defensive.

This is a pre-work for allocating feedback vectors lazily. Feedback cells
are required to share the feedback vectors across the different closures
of the same function. Currently, they are held in the CreateClosureSlot
in the feedback vector. With lazy feedback vector allocation, we may not
have a feedback vector. However, we still need a place to store the
feedback cells, so if feedback vector is allocated in future it can still
be shared across closures.

Shares the feedback slot when loading / storing named properties
when the name of the property and the variable corresponding
to the object are the same. This reduces the memory usage on most
real world benchmarks. There is a slight (~1%) increase in the overall
time spent in V8 on a couple of these pages.
There is also no overall performance regression on peak-performance
benchmarks like Octane, ARES. More detailed results are in this doc[1]

There are likely cleanups that can be done after this CL:
- context-related functions in the interpreter and compiler take ScopeInfo as
well as ScopeType and slot-count as input. The latter 2 should be directly
derived from the former. We should be able to drop FunctionContextParameters.
- ContextExtension is probably not needed anymore, since we now always have the
correct scope_info directly in the SCOPE_INFO_INDEX slot.

Moves the feedback vector slot allocation out of ast-numbering and into
bytecode generation directly. This has a couple of benifits, including reduced
AST size, avoid code duplication and reduced feedback vector sizes in many cases
due to only allocating slots when needed. Also removes AstProperties since
this is no longer needed.
AstNumbering is now only used to allocate suspend ids for generators.

Removes the new.target slot from the interpreter's fixed frame. Instead
adds a field to BytecodeArray to get the bytecode's incoming
new.target or generator object register. The InterpreterEntryTrampoline
then sets this register with the incoming new.target (or generator object)
when the function is called. This register can be directly the new.target
or generator object variable if they are LOCAL location, otherwise it is a
temporary register which is then moved to the variable's location during the
function prologue.
This fixes a hack in the deoptimizer where we would set the new.target fixed
slot to undefined in order to avoid extending it's lifetime through the
optimized code - now it's just a standard register and can be optimized away
as normal.

Goal of this CL: explicit return from non-async function has position after
return expression as return position (will unblock [1]).
BytecodeArrayBuilder has SetStatementPosition and SetExpressionPosition methods.
If one of these methods is called then next generated bytecode will get passed
position. It's general treatment for most cases.
Unfortunately it doesn't work for Returns:
- debugger requires source positions exactly on kReturn bytecode in stepping
implementation,
- BytecodeGenerator::BuildReturn and BytecodeGenerator::BuildAsyncReturn
generates more then one bytecode and general solution will put return position
on first generated bytecode,
- it's not easy to split BuildReturn function into two parts to allow something
like following in BytecodeGenerator::VisitReturnStatement since generated
bytecodes are actually controlled by execution_control().
..->BuildReturnPrologue();
..->SetReturnPosition(stmt);
..->Return();
In this CL we pass ReturnStatement through ExecutionControl and use it for
position when we emit return bytecode right here.
So this CL only will improve return position for returns inside of non-async
functions, I'll address async functions later.

This changes the NewClosure interface descriptor, but ignores
the additional vector/slot arguments for now. The feedback vector
gets larger, as it holds a space for each literal array. A follow-on
CL will constructively use this space.

Literal arrays and feedback vectors for a function can be garbage
collected if we don't have a rooted closure for the function, which
happens often. It's expensive to come back from this (recreating
boilerplates and gathering feedback again), and the cost is
disproportionate if the function was inlined into optimized code.
To guard against losing these arrays when we need them, we'll now
create literal arrays when creating the feedback vector for the outer
closure, and root them strongly in that vector.

The reasons are:
1) The names dictionaries in the feedback metadata seems to consume a lot of memory
and the idea didn't payoff.
2) The absence of a name parameter blocks data handlers support in LoadGlobalIC.

This removes the POSSIBLY_EVAL_CALL call type, and instead uses OTHER_CALL
or WITH_CALL to decide whether to do the special LOOKUP_SLOT_CALL runtime
call to find the callee and possibly update the receiver with the with-object.
This means that eval calls out of 'with' blocks can now just do a normal
LdaLookupGlobalSlot operation, which can check the context chain for eval
extentions and fast-path the lookup if none exist.

We seem to get some small wins from avoiding the Ldr bytecodes, probably due
to reduced icache pressure since there are less bytecode handlers. Replace
the Ldr bytecodes with Star lookahead inlined into the Lda versions.

The majority of context slot accesses are to the local context (current context
register and depth 0), so this adds bytecodes to optimise for that case.
This cuts down bytecode size by roughly 1% (measured on Octane and Top25).

Consistently collect CallIC feedback in fullcodegen and Ignition, even
for possibly direct eval calls, that were treated specially so far, for
no apparent reason. With the upcoming SharedFunctionInfo based CallIC
feedback, we might be able to even inline certain direct eval calls, if
they manage to hit the eval cache. More importantly, this patch
simplifies the collection and dealing with CallIC feedback (and as a
side effect fixes an inconsistency with feedback for super constructor
calls).

Add a notion of "invocation count" to the baseline compilers, which
increment a special slot in the TypeFeedbackVector for each invocation
of a given function (the optimized code doesn't currently collect this
information).
Use this invocation count to relativize the call counts on the call
sites within the function, so that the inlining heuristic has a view
of relative importance of a call site rather than some absolute numbers
with unclear meaning for the current function. Also apply the call site
frequency as a factor to all frequencies in the inlinee by passing this
to the graph builders so that the importance of a call site in an
inlinee is relative to the topmost optimized function.
Note that all functions that neither have literals nor need type
feedback slots will share a single invocation count cell in the
canonical empty type feedback vector, so their invocation count is
meaningless, but that doesn't matter since we only use the invocation
count to relativize call counts within the function, which we only have
if we have at least one type feedback vector (the CallIC slot).

Moves the context chain search loop out of generated bytecode, and into
the (Lda|Ldr|Sda)ContextSlot handler, by passing the context depth in as
an additional operand. This should decrease the bytecode size and
increase performance for deep context chain searches, at the cost of
slightly increasing bytecode size for shallow context access.

Lexically declared "arguments" in sloppy mode will throw redeclaration error
currently, this patch fixes it by delaying the declaration of arguments until we
fully parse parameter list and function body.

For historical reasons, the interpreter's bytecode expectations tests
required a type for the constant pool. This had two disadvantages:
1. Strings and numbers were not visible in mixed pools, and
2. Mismatches of pool types (e.g. when rebaselining) would cause parser
errors
This removes the pool types, making everything 'mixed', but appending
the values to string and number valued constants. Specifying a pool type
in the *.golden header now prints a warning (for backwards compatibility).

Eliminating dead code in the bytecode array builder doesn't play nice
with the register elimination optimizer. We should move it to it's own
stage in the optimization pipeline, however doing so would require
refactoring of how we deal with jumps, so for now just remove the dead
code elimination optimization.

This change introduces five fused bytecodes for common bytecode
sequences on popular websites. These are LdrNamedProperty,
LdrKeyedProperty, LdrGlobal, LdrContextSlot, and LdrUndefined. These
load values into a destination register operand instead of the
accumulator. They are emitted by the peephole optimizer.
