Introduces CodeStubAssembler helpers for common Iterator operations
(GetIterator, IteratorStep, IteratorClose).
Moves the Promise.all resolveElement closure and it's caller to
builtins-promise-gen.cc.
Instead of creating an internal array (and copying its elements into a result
array), a single JSArray is allocated, and appended with BuildAppendJSArray(),
falling back to %CreateDataProperty(), and elements are updated in the resolve
closure the same way. This should always be unobservable.
This CL increases the size of snapshot_blob.bin on an x64.debug build by 11.44kb

Different Intl features (DateTimeFormat, NumberFormat, etc) have
different lists of locales supported. Previously, the default locale
was set to "und", as opposed to what was detected from the surrounding
system, if any of these features was missing data. With this patch,
only that feature is set to "und". In this way, the data quality should
be just as good as if there were no fallback logic, but at the same time,
resolvedOptions().locale should show the locale actually in effect.

array being a JSArray with FastSmi or FastDouble packed kinds. This
is probably a pretty common usage, where an array is passed in as
a way of initializing the TypedArray at creation (as there is not other
syntax to do this). e.g. new Float64Array([1.0, 1.0, 1.0]) for some

to be usable by a PluralRules implementation. Along the way, I found
and fixed a couple minor issues where options handling differed from
the specification, and removed some dead code. Regression tests are

resembles the specification plus this editorial change which is out

The spec requires that we use IterableToList, which we skipped for
some arrays as an optimization. We can't skip this for arrays with
objects though, because the objects may mutate the array during
the copying step via valueOf side effects.
Also clean up the implementation to use a runtime function rather
than a builtin as the helper. Also reverses the result of the helper
because I think it is a bit more intuitive that way.

The last CL https://chromium-review.googlesource.com/c/456707/ caused
some pretty heavy performance regressions. After experimenting, it
seems the easiest and most straight-forward way to copy the elements
into the new typed array is to do it in JS.
Adds a fast path for typed arrays, where the source typed array has
the same elements kind, in which case we can just copy the backing
store using memcpy.
This CL also removes regression test 319120 which is from a pwn2own
vulnerability. The old code path enforced a maximum byte_length
that was too low, which this change removes. The length property of
the typed array must be a Smi, but the byte_length, which can be up
to 8x larger than length for a Float64Array, can be a heap number.
We can also re-use some of the logic from ConstructByLength when
deciding whether to allocate the buffer on- or off-heap, so that
is factored out into InitializeBasedOnLength. We can also re-use
the DoInitialize helper instead of calling into the runtime,
meaning we can remove InitializeFromArrayLike.

Now that no harmony-flagged features are implemented in experimental
JS, most of this is simply dead code.
As PostExperimentals() is no longer needed, I also removed the use of
Import() in the debug context, allowing the deletion of PostDebug()
along with PostExperimentals(); cleanup code is moved to the
end of PostNatives.
Also gets rid of some longer-dead code in prologue.js related to
TypedArrays, and some duplicate code for setting up SharedArrayBuffer
builtins.

The source code of those functions is simple a ternary operator, and
the test seems to have been designed as a "regression" test for the
previous implementation (which used a macro, and thus evaluated its
arguments multiple times).
I don't think the test is worth the weight of supporting importing
JS natives from tests.
This patch removes the last test that depends on JS natives.

This patch refactors the Atomics builtins so that they are implemented
as C++ builtins rather than experimental JS builtins. Previously, each
of these functions called out to a runtime function, so no significant
change in performance is anticipated. The goal of this patch is to
remove the last user of experimental JS builtins so that the mechanism
can be removed, for performance reasons. The patch includes a drive-by
fix of a check-fail. For the most part, the patch is just moving code
without modification from runtime-atomics.cc to
builtins-sharedarraybuffer.cc .

The default locale can be changed in some environments with environment
variables. These environment variables used to allow the system to get
into an invalid state, where the default locale was unsupported. This
patch detects that case and falls back to "und" as the default locale
if there is an Intl service which does not support the locale that ICU
reports as the default. It also has a slight cleanup of surrounding code.
I haven't gone through the work to set up an automated test, as triggering
the case requires setting environment variables, which our tests don't tend
to do, but I tested interactively as follows:

These experimental natives previously only installed functions to the
appropriate parent. In this patch, the exports container is retained
so that the bootstrapper may install the functions instead. This
change is intended to reduce startup time. SharedArrayBuffer retains
some experimental natives exported from JS; this may be addressed
in a follow-on patch. The patch includes some minor cleanup of the
bootstrap process by removing "experimental exports", which was unused.

The constructor for TypedArray in js/typedarray.js emitted
kInvalidTypedArrayAlignment if the array offset exceeded the size of the
underlying buffer. This seems like a typo introduced in
https://codereview.chromium.org/2090353003.
The error message to be emitted instead coincides with the already existing
kInvalidDataViewOffset. The message string is independent of whether the
object in question is a DataView or a typed array, so this CL:
(1) renames kInvalidDataViewOffset to just kInvalidOffset, and
(2) uses kInvalidOffset instead of kInvalidTypedArrayAlignment for cases
when the TypedArray is constructed with an offset exceeding the buffer
size.

Goal of this CL - change promise instrumentation to support better callbacks, chained after promise resolution and prepare instrumentation for adding new asyncTaskCreated instrumentation.
Instrumentation changes:
- asyncTaskScheduled(recurring) when promise is fulfilled or rejected,
- asyncTaskCancelled when promise is collected (since [1] we can be sure that promise will survive scheduled microtasks).
Minor changes:
- async task type in inspector <-> debugger API transferred by enum instead of string,
- Debug manages async task ids based on promise objects.

ECMA 402 v2 made Intl constructors more strict in terms of how they would
initialize objects, refusing to initialize objects which have already
been constructed. However, when Chrome tried to ship these semantics,
we ran into web compatibility issues.
This patch tries to square the circle and implement the simpler v2 object
semantics while including a compatibility workaround to allow objects to
sort of be initialized later, storing the real underlying Intl object
in a symbol-named property.
The new semantics are described in this PR against the ECMA 402 spec:

-- Moves promiseHasHandlerSymbol to inobject property
-- Ports PromiseResolveClosure to TF
-- Fix a non spec async-await test which fails now because we do a map
check for native promise check (instead of IsPromise). Changing the
constructor (in the test) invalidates the map check.
This patch results in a 7.1% performance improvement in the bluebird
benchmark (over 5 runs).

The current Array.prototype.sort implementation is pretty sensitive to
compiler changes, i.e. switching to I+TF completely, so refactor it a
bit so that it can stay with FCG+CS for now.
Middle-term the Array builtins need to be refactored to TurboFan
builtins anyways.

Speculative revert for causing timeouts on Win Debug gpu fyi bot
Nothing else looks even remotely relevant in the list of changes.
Will reland if this doesn't fix the issues.
