8ab75a56a2 [runtime] Rename Builtins::Name to Builtin 1/2
- Add new Builtin enum
- Move Builtins::Name:kXXX to Builtin::kXXX
- Update existing code

Follow CLs will unify the mix of using int builtin-ids and
Builtins::Name to only use the new Builtin enum and changing it to
an enum class.

7281cb1d36 [compiler] Make is_compiled_scope take an explicit Isolate
This will allow it to take an OffThreadIsolate in the future, without
requiring GetIsolate on SharedFunctionInfo.

a9b7830d3a Ensure bytecode isn't flushed when allocating feedback vector
This is a followup of the cl [1] that fixes a bug where bytecode was
getting flushed when allocating feedback vector. The fix added
IsCompiledScope before allocating a new feedback vector. We now pass
IsCompiledScope to JSFunction::EnsureFeedbackVector. This makes it
explicit that EnsureFeedbackVector expects a function that is compiled
and the bytecode shouldn't be flushed during the allocation.Also adds
a test.

7629afdb9d [lite] Allocate feedback vectors lazily
Allocate feedback vectors lazily when the function's interrupt budget has
reached a specified threshold. This cl introduces a new field in the
ClosureFeedbackCellArray to track the interrupt budget for allocating
feedback vectors. Using the interrupt budget on the bytecode array could
cause problems when there are closures across native contexts and we may
delay allocating feedback vectors in one of them causing unexpected
performance cliffs. In the long term we may want to remove interrupt budget
from bytecode array and use context specific budget for tiering up decisions
as well.

71c66873d6 [lite] Allocate FeedbackCell arrays for create closures in lite mode
We want to allocate feedback vectors lazily in lite mode. To do that,
we should create closures with the correct feedback cell. This cl
allocates feedback cell arrays to hold these feedback cells in lite mode.
This cl also modifies the compile lazy to builtin to expect these arrays
in the feedback cell.

Drive-by fix: InterpreterEntryTrampoline no longer has argument count in
a register. So updated comments and removed unnecessary push/pop of this
register.

6bd1d3c280 [objects] Merge SFI outer_scope_info and feedback_metadata
Merge the outer_scope_info and feedback_metadata fields on
SharedFunctionInfo. outer_scope_info is only used during parsing,
and feedback_metadata is only available after compilation, so the
two never exist at the same time. Thus, they can share a field slot.

The exception is un-compiling and re-compiling a function, where we
need the outer_scope_info again. Fortunately, the outer_scope_info
can be re-calculated from the SFI's scope_info.

37680d6563 [objects] Make feedback vector a first-class object
Instead of having feedback vector as a subtype of FixedArray with
reserved slots, make it a first-class variable-sized object with a
fixed-size header. This allows us to compress counters to ints in the
header, rather than forcing them to be Smis.

c78d7fa1ae Link type feedback vectors to the shared function info.
Previously, both type feedback vector and the shared function info
of a function points to the matching type feedback metadata. This
makes finding the shared function info of a type feedback vector
difficult.

Instead, we now point the type feeback vector to the shared function
info, and find the metadata through the shared function info.

Also remove the obsolete empty type feedback vector.

d24ce605c9 Interpreter tester should accept metadata instead of a vector
The InterpreterTester class cobbles together a JSFunction from
a manually created bytecode and feedback vector. However it's
fragile against design changes in the way literal arrays and
feedback vectors are handled. It's better to let it hand in
a feedback vector metadata object, and allow the system to
create the vector from that.

1d7c9c8139 The metadata part of TypeFeedbackVector is extracted to TypeFeedbackMetadata array.
Thus TypeFeedbackMetadata can now be shared between different native contexts.

90998947bc Distinction between FeedbackVectorICSlot and FeedbackVectorSlot eliminated.
This CL also allows to use arbitrary number of feedback vector elements for particular slot kind.
