With the Ignition + Turbofan pipeline there is very little overlap between the data
needed for unoptimized compilation and optimized compilation. As a result, it is
cleaner to split up the CompilationInfo into UnoptimizedCompilationInfo and
OptimizedCompilationInfo.
Doing so also necessitate splitting up CompilationJob into UnoptimizedCompilationJob
and OptimizedCompilationJob - again there is not much overlap so this seems cleaner.

The previous %StringCharCodeAt runtime entry (and the inlined intrinsic)
are obsolete and not used anymore (except in dedicated tests for this
runtime function), so remove it. And rename the %StringCharCodeAtRT
function, which is actually used to %StringCharCodeAt instead to have
a consistent naming scheme for runtime fallbacks.

Rewrite decodeURI and decodeURIComponent as builtin functions
and install them in the bootstrapper.
Delete unused runtime functions:
- TruncateString
- NewString
- OneByteSeqStringGetChar

- TwoByteSeqStringSetChar
Add regression test for decoding large strings. Clusterfuzz detected
a problem with %TruncateString, see

This is automatically fixed by this rewrite because %TruncateString
is deleted anyways.
Crude benchmark on 585 decodeURI and decodeURIComponent tests
averaged over five runs:

* JS functions calling into the runtime e.g., for %TruncateString

By now only the default %TypedArray%.prototype.sort compare function
and the JS implementation of SameValueZero were still using the odd
%_IsMinusZero intrinsic, whose semantics both included a number check
(actually HeapNumber test) plus testing if the heap number stores the
special -0 value. In both cases we already know that we deal with
number so we can reduce it to a simple number test for -0, which can
be expressed via dividing 1 by that value and checking the sign of
the result. In case of the compare function, we can be even smarter
and work with the reciprocal values in case x and y are equal to 0
(although long term we should probably rewrite the fast case for
the typed array sorting function in C++ anyway, which will be way,
way faster than our handwritten callback-style, type-feedback
polluted JS implementation).

The %_CallFunction doesn't implement the call sequence properly, it
doesn't do the receiver wrapping, nor does it check for
classConstructor. Also the eager deoptimization for %_CallFunction was
seriously b0rked (we must have been lucky with TurboFan so far).

This moves all cctest files for the compiler to live in the same
namespace as the components they are testing. Hence we can avoid the
forbidden using directives pulling in entire namespaces.
From the Google C++ style guide: "You may not use a using-directive to
make all names from a namespace available". This would be covered by
presubmit linter checks if build/namespaces were not blacklisted.
