Motivation:
There were three versions of type decoding for wasm in the codebase.
Not all of them decoded gc types with immediates (reference types)
correctly.
Changes:
- Refactor the wasm binary decoder for unify type decoding.
- Update BranchTypeImmediate and SelectTypeImmediate to handle
reference types.

This fixes the streaming decoder to report the correct error position
for repeating code sections (i.e. only one code section per module).

This brings our constants back in line with the changed spec text. We
already use kExprTableGet and kExprTableSet, but for locals and globals
we still use the old wording.
This renaming is mostly mechanical.
PS1 was created using:
ag -l 'kExpr(Get|Set|Tee)Local' src test | \
xargs -L1 sed -E 's/kExpr(Get|Set|Tee)Local\b/kExprLocal\1/g' -i
PS2 contains manual fixes.

Emitting bytes to the Uint8Array directly speeds up generation of
binaries enormously.
On the limits-any.js spec test (which creates huge modules), the
execution time of an optdebug build reduces from 286 seconds to 61
seconds.

In the wasm streaming decoder error position test, do also check the
error messages generated. This revealed messages that were not quite
fitting and some that were formatted differently than the majority.

We often use raw assertPromiseResult with {success ==
assertUnreachable} for that. Having a separate helper increases
readability and allows us to generate consistent (and better) error
messages.

the split isn't necessary anymore.
In some message tests, removed the absolute line number to allow future

The flag is on by default, so we don't need to specify it. More
importantly, the tests are expected to work for any value of that flag.
So don't force the flag but use whatever the test variant chooses.
Note that in streaming-compile.js, the flag was accidentally specified
as '-async-compilation'. I also removed that one.

In this CL I implement streaming compilation for WebAssembly,
as described in the design doc I have sent out already.
In this implementation the decoding of sections other than the
code section is done immediately on the foreground thread.
Eventually all decoding should happen in the background. I
think it is acceptable to do the decoding on the foreground
thread for now because I have finished it already, and
decoding in the background would add even more complexity to
this CL.
