LockGuard is mostly used with Mutex. Since both are defined outside the
internal namespace, we often have to write
{base::LockGuard<base::Mutex>}. This CL shortens this to
{base::MutexGuard} across the code base

Previously the [[ArrayBufferByteLength]] internal field was represented
as a boxed number (i.e. either Smi or HeapNumber) in safe integer range.
This is the first step to change the representation of all the array
buffer and array buffer view length/offset fields to unboxed integers,
to eventually support the full range of 4GiB (and potentially even more)
for typed arrays and array buffers. This will allow WebAssembly memories
with 4GiB to be usable.

As specified in https://tc39.github.io/ecma262/#sec-atomics-wait, the
critical section must occur before the load and comparison.
This slightly changes the `AtomicsWaitCallback` API, but in a
direction that arguably makes it more consistent.
As a drive-by fix, reset `node->waiting_` in case there
was an exception from the first callback.

Add an inspection callback for embedders that allows tracking
of `Atomics.wait()` calls in order to enable diagnostic tooling
around it, as well as providing a way to break out of an
`Atomics.wait()` call without having to fully terminate execution.
The motivation here is that this allows embedders to perform
somewhat customizable deadlock detection.

Document what pieces of data the global `FutexEmulation::mutex_`
mutex protects from concurrent access, and reduce the scope
in which said mutex is locked during `FutexEmulation::Wait()`
to match that description more closely.

FutexEmulation::Wait can potentially block forever on a condition variable. We
want to allow this to be interrupted (for a debugger, or to terminate the
thread, for example).
The previous implementation would periodically wake up the waiter to check for
interrupts. This CL modifies the StackGuard so it wakes the blocked futex if
the thread should be interrupted.

The code previously used a relative timeout and accumulated wait times to see
if the timeout was exceeded. Now we convert the timeout into an absolute time,
and always compare the current time against that.
