[x64] Fixed a rounding error on x64 for the Uint64ToF64 conversion.
...
The least significant bit of the input value may affect the result of
the conversion through rounding. We OR the least significant with the
second least significant bit to preserve it over the SHR instruction.

[turbofan] Remove usage of Unique<T> from graph.
...
The usage of Unique<T> throughout the TurboFan IR does not have any
advantage. There is no single point in time when they are initialized
and most use-sites looked through to the underlying Handle<T> anyways.
Also there already was a mixture of Handle<T> versus Unique<T> in the
graph and this unifies the situation to use Handle<T> everywhere.

These operators compute the absolute floating point value of some
arbitrary input, and are implemented without any branches (i.e. using
vabs on arm, and andps/andpd on x86).

E.g. make sure that Int32Matcher matches only int32 constants, and
Float64Matcher matches only float64 constants.
Also remove the confusing CommonOperatorTraits, which are too easy
to use in a wrong way.

Replace our homegrown ARRAY_SIZE() with Chrome's arraysize().

Our own ARRAY_SIZE() was pretty bad at error checking. If you use
arrasize() in a wrong way, the compiler will issue an error instead of
silently doing the wrong thing. The previous ARRAY_SIZE() macro is still
available as ARRAYSIZE_UNSAFE() similar to Chrome.

Unify MachineType and RepType.
...
MachineType now tracks both the representation and the value type of machine quantities and is used uniformly throughout TurboFan.
These types can now express uint8, int8, uint16, and int16, i.e. signed and unsigned smallish integers. Note that currently only uint8 and uint16 are implemented in the TF backends.
