Remove ICUService and decentralize GetAvailableLocales to each class.
Refactor part of the Intl::GetAvailableLocales into Intl::BuildLocaleSet
as helper function.

Ran GetIsolate/GetHeap removal script over all the header files included
into objects.cc. Affected classes include: ScriptContextTable
RuntimeCallTimerScope GlobalDictionaryShape Map LookupIterator
PrototypeIterator FixedArrayBuilder
Manually fixed up Map to mark its write operations as safe for
GetIsolate since they modify the object as so can't be done in RO_SPACE.

Creates two different functions specialized for string and boolean
types.
Gets rid of several allocations and keeps the C++ <-> JS type
conversions to a minimum. Improves the API as we don't have to create
the fallback or V8 Strings unnecessarily.

Adds Intl::IsObjectOfType method to do type checks. This will make it
easier to port the methods using the runtime type check calls as we
won't have to create a v8::string for type checks.

{PrintCollection} can print any collection which is iterable via a
standard for-each loop in C++. The output format of {4, 7, 11} is:
[4, 7, 11]
This helper avoids a few repetitions of manually outputting such
collections.

This patch ports over the spec defined operation `GetOption` from
JavaScript to C++:
https://tc39.github.io/ecma402/#sec-getoption
The JS implementation will be deleted once all it's
users are migrated.
Refactors LocaleConstructor to use this method which fixes some test262
tests. The test262 test status file is updated to reflect this.
