This code looks like it was copied over of Abseil. However, parts of it
are not used anywhere, aside from their own unit tests, so delete them.
The unused functions are:
- MatchEmptyOrDeleted()
- CountLeadingEmptyOrDeleted()
- ConvertSpecialToEmptyAndFullToDeleted()
In turn, _mm_cmpgt_epi8_fixed() is also unused and can be deleted.

There is no -0n, and we'd therefore never serialize such a BigInt.
But we can't trust serialized data to not have gotten corrupted
(or be fuzzer-generated), so guard against this case when
deserializing.

We move js-to-wasm wrappers to a WeakFixedArray in the isolate,
indexed by their canonical type index. This ensures that they are
reused across instances, and get GC'd when no longer needed.
We also remove eager compilation of wrappers.
This CL fixes some issues that were caused by out-of-bounds accesses
to wrapper arrays attached to module objects.

This CL refactors most of the cctests and unittests (22 out of 31) that
directly invoke heap GC, so that the corresponding internal heap methods
are called from a few specific places in boilerplate code. This will
facilitate impending changes to the interface of GC-related internal

Memory64 currently does not use trap handling, so we should not allocate
a guard region (10GB total reservation).
This is implemented by adding a {WasmMemoryFlag} enum in the backing
store header, which replaces the previous {MemoryIndexType}. The flag is
not stored with the backing store, as the backing store does not care
about the index type, and we might want to share the same backing store
for memory32 and memory64 (if sizes permit this).
Instead, we (still) store the flag with the WasmMemoryObject and pass it
to the backing store methods.

Add flag --always-use-string-forwarding-table to always use the
forwarding table (usually only used for shared strings) instead of
ThinString migrations initially (during GC strings will be migrated
to normal ThinStrings). The goal is to get more coverage of this code
that is designed for shared strings.

For a while, we shipped a version which writes version 13 data with
JSArrayBufferView flags, and then fixed version 13 to not include the
flags.
This CL adds a compatibility mode for parsing the the version 13
data which includes the flags, since it still occurs in the wild.

Change the unittest runner to no longer uncondtionally set up a default
platform in the "environment", but to instead make platform set-up part
of the "mixin" framework for test fixtures.
Requires modifying some tests that expect the platform to be available,
and all flag implications resolved, before the mixin constructors run.
We still keep the environment for setting up the process for cppgc. This
process setup can only be done once per process, so it can no longer use
the platform -- that's ok though, the page allocator used by cppgc's
process initialisation doesn't have to be the same as the platform's so
we can just pass in a separate new one.
