After we landed the tracing runtime call stats, which gave
us a lot of V8 insight in tracing, we noticed that there is
some arising issues and discrepancies.
Issues include:
Missing trace events, that happened due to
transforming those trace events into runtime calls
Discrepancies include:
Missing categories in Runtime call stats like GC,
because we are not handling the Scoped runtime calls
properly in the tracing version.
To reduce/eliminate those issue, we are taking a small
step back. We are unifying the RuntimeStats code and
using the original one. That would allow us to use all
the original probes but emit trace events from them.
We are also putting back the trace-events in their place.
The output from both system should be intact (Except of
the addition of the missing trace-events).
Also as a byproduct, we are reducing the number of context
scopes by half since we are using the same scope as
runtime call stats.
As a follow up to this CL, we will address the non-scoped
Runtime Call Stats (mainly in GC).

This commit introduces several new types:
* JSStackFrame and WasmStackFrame are wrapper classes around a single frame
in a FrameArray.
* They both inherit from StackFrameBase, which uses virtual dispatch to call
the correct implementation.
* FrameArrayIterator contains a static instance of JSStackFrame and
WasmStackFrame and returns a pointer to the corresponding type for each
frame.
* The JS callsite object now contains the frame array and frame index
as internal fields.
Internal stack formatting now relies completely on FrameArrayIterator and the
{JS,Wasm}StackFrame types. JS callsite instances are allocated only for custom
user formatting through Error.prepareStackTrace.

By fully annotating the API with runtime counters we can properly measure
how much time we spend in total in v8. When --runtime-call-stats is specified
we now disable the fast-paths for callbacks to properly measure them.
As a drive-by-fix this CL unifies the LOG messages in api.cc.
Additionally we added missing timers to gain better resolution in the parser

Adds a profiling counter to each BytecodeArray object, and adds
code to Jump and Return bytecode handlers to update this
counter by the size of the jump or the distance from the return
to the start of the function. This is more accurate than fullcodegen's
approach since it takes forward jumps into account as well as back-edges.
Modifies RuntimeProfiler to track ticks for interpreted frames.
Currently we use the SharedFunctionInfo::profiler_ticks() instead
of adding another to tick field to avoid adding another field to

Almost all of the Date builtins always call into C++ at least once
anyway, so parsing, compiling and executing the JavaScript wrappers
is just a waste of time. The most important part here is the Date
constructor itself, which is one of the blockers for new.target in
TurboFan, because compiling the Date constructor takes too much time
with TurboFan (for no reason since we end up in C++ anway).

We used to flood the handler when preparing for stepping,
even if we may not throw. Instead, we now flood the
handler only when we actually throw.
This also solves an issue with step-next when we throw and

Now both Execution::Call and Execution::New can deal with any
kind of target and will raise a proper exception if the target is not
callable (which is not yet spec compliant for New, as we would
have to check IsConstructor instead, which we don't have yet).
Now we no longer need to do any of these weird call/construct
delegate gymnastics in C++, and we finally have a single true
bottleneck for Call/Construct abstract operations in the code
base, with only a few special handlings left in the compilers to
optimize the JSFunction case.

Introduce new builtins Construct and ConstructFunction (in line
with the Call and CallFunction builtins that we already have) as
proper bottleneck for Construct and [[Construct]] on JSFunctions.
Use these builtins to support passing NewTarget from C++ to
JavaScript land.
Long-term we want the CallConstructStub to be used for
gathering feedback on entry to construction chain (i.e. the
initial new Foo), and use the Construct builtins to do the
actual work inside the construction chain (i.e. calling into
super and stuff).

Call sequence logic that should be encapsulated in the Call and
CallFunction builtins. So the plan now is to switch Execution::Call
to accept any Callable and just pass that through to the Call builtin.
