mvstanton	76bee80672	Remove FLAG_cache_optimized_code because we always have it on. ... The data structure that holds the optimized code is becoming essential for additional functionality, too. This makes sure the literal boilerplates array is correctly shared together with optimized code when caching of optimized code is enabled. It also enabled said caching by default again.
