[wasm] merge js constants file in module-builder
...
We noticed that almost every call site were loading both files,
the split isn't necessary anymore.
In some message tests, removed the absolute line number to allow future
changes.

This adds support for parameters on block, loop, if, cf the multi-value proposal at:
https://github.com/WebAssembly/multi-value/blob/master/proposals/multi-value/Overview.md
With this CL, we ssucceed on all tests in:
https://github.com/WebAssembly/multi-value/pull/2
except those involving multiple returns from functions.
