0d0d38fec0 Reland "[liftoff] Check fp_pair when looking up register for reuse"
This is a reland of 548fda4afb

regress-1054466 is modified to not use 64x2 operations, since that was
causing problems on noavx/nosse builds, which requires scalar lowering,
and scalar lowering for 64x2 ops is not implemented.

Original change's description:

548fda4afb [liftoff] Check fp_pair when looking up register for reuse
Given two registers that are both not gp_pair, one could be an fp_pair,
and the other not, and we will incorrect call == on them. The current
check needs to be expanded to check that both registers are fp_pair.

de17316ad2 [wasm][reference-types] Implement declarative segments
Implement the latest spec changes:
  - Allow declarative segments to behave like passive & dropped segments.
  - Enforce that only declared functions may be returned or used in globals
    as funcref.
  - Ensure that table fill does not modify any entries if OOB.

Spec tests for select and br_table are still failing due to proposal issue

Increase the embedded vector size to 91 as that is the max size needed to print

- max value of uint32_t has 10 digits in decimal, 1 for a potential sign,
  3 spaces in between 4 of them -> 3 + 4 * 11 = 47
- max value of uint32_t has 8 digits in hex, 3 spaces in between -> 3 + 4 * 8 = 35
- the prefix "v128:" -> 5
- " / " to separate the decimal and hex representation -> 3
- null byte

47 + 35 + 5 + 3 + 1 = 91

This brings our constants back in line with the changed spec text. We
already use kExprTableGet and kExprTableSet, but for locals and globals

This renaming is mostly mechanical.

PS1 was created using:

PS2 contains manual fixes.

ef3c733810 [wasm] Implement the table.grow instruction
This CL add decoding and code generation for the table.grow
instruction. For code generation we just generate a runtime
call. The implementation is quite straight-forward. However,
I did several small cleanups along the way. I hope it's still
acceptable. I could also split out some cleanups into separate
CLs.

34c8443c88 [wasm][bulk-memory] Check segment bounds lazily
The bulk memory proposal changed behavior of segment initialization
during instantiation. Previously, all segments would be bounds-checked,
after which the segments would be initialized.

The bulk memory proposal removes the up-front check, and always
initializes active segments in order, starting with element segments and
then continuing with data segments. Each active segment is initialized
as-if they were being initialized with the `memory.init` and
`table.init` instructions, so an out-of-bounds initialization may still
modify the memory or table partially.

wasm-module-builder.js is also changed to use the new syntax for specifying a table
index in an element segment. In the MVP, the table index was always zero. The
reference types proposal adds support for multiple tables, and originally used this
value to specify a non-zero table index. The bulk memory proposal needed a way to
specify a passive element segment, so it re-purposed the table index as a flags field
and uses a different field for the table index.

1a81a3920e [wasm] Sync wasm-module-builder.js back to spec version
In particular, remove {toUint8Array} method and make {toBuffer} return
a {Uint8Array} view to the buffer like before
https://crrev.com/c/1508352. Also, the returned view does not need to be
another copy of the bytes, it can really just be a view.

As a follow-up, this requires the test-only DeserializeWasmModule
runtime method to receive the wire bytes as Uint8Array, and also
requires the {IsWasmCompileAllowed} callback to handle
{ArrayBufferView} (like chromium's version already does).
